Operations Manager

We're seeking a proactive operations leader that is proficient in natural gas construction for our San Antonio region to oversee the administrative and construction work of diverse crews and office personnel throughout an entire project lifecycle. Collaborating across multiple projects and teams, the role ensures adherence to schedules and budgets. Additionally, it encompasses the responsibility of upholding safety regulations set forth by the Company, clients, and government authorities.

Essential Duties

  • Oversee the preparation of cost estimates, material/equipment requisitions, work orders, and budgets related to indirect inspection projects.
  • Administer the allocation and utilization of resources, including labor, equipment, and materials, to meet project requirements.
  • Communicate regularly with customers, internal Mears resources, and management to address discrepancies and ensure effective project coordination.
  • Optimize resource efficiency to maximize productivity and minimize downtime.
  • Cultivate and maintain positive relationships with clients through effective communication and responsiveness to their needs.
  • Review data and reports from the field, consolidating information into comprehensive reports for both management and customers.
  • Maintain accurate project documentation, including progress reports, budget updates, and safety records.
  • Conduct regular status reports, and review and approve final reports prepared by the data processing team.
  • Review and approve time and expenses for field crew personnel to maintain accurate project accounting.
  • Implement and enforce quality control measures to ensure that construction projects meet or exceed industry standards and client specifications.
  • Identify opportunities for process improvement and operational efficiency.
  • Ensure compliance with regulations by monitoring performance and reports, taking corrective actions as needed to prioritize the safety of customers, employees, and the public.
  • Ensure that staff is well-trained and up-to-date on regulations, industry standards, and assessment methods, and integrate this knowledge into project plans.
  • Facilitate ongoing professional development to enhance team skills and capabilities.
  • Implement Company safety policies and processes, ensuring that employees are trained and in compliance with safety protocols.
  • Develop and coach employees' performance throughout the year to facilitate the achievement of goals.
  • Prepare and conduct annual performance reviews with employees, ensuring clarity on their level of achievement regarding established goals.
  • Review and make recommendations regarding hourly and salary increases for field personnel, performance evaluations, and promotions, approving as appropriate.
  • Develop and provide all necessary ISO documentation for the projects under their responsibility.
  • Develop and implement project plans, ensuring alignment with organizational goals and client expectations.
  • Implement cost-saving measures without compromising project quality.
  • Develop and manage project schedules, ensuring that construction milestones are met in a timely manner.
  • Fulfill other duties as required to support the successful execution of projects.

Key Qualifications

  • High School Diploma or GED required, Bachelor's degree preferred.
  • 3 to 5 years of management experience in pipeline operations.
  • Excellent interpersonal, communication and presentation skills.
  • Maintain up-to-date knowledge of new regulations, industry trends and technologies.
  • Strong organizational, time management and prioritization skills.
  • Ability to travel approximately 25% of the time.

  • Occasionally lifting products and supplies up to 50 pounds
  • Occasional exposure to fumes or airborne particles, moving mechanical parts and vibration
