TASK DESCRIPTION:

Aircraft Mechanic III : Leads a team in the performance of aircraft maintenance, inspections, and scheduled / unscheduled maintenance. Processes the technical experience to supervise subordinate mechanics and provide technical guidance on maintenance operations on the airframe being supported. Capable of performing, supervising and inspecting the duties of Mechanic Is, IIs and IIIs. A person in this position maintains repairs and modifies aircraft structures, structural components and engines of complex to extreme difficulty, maintains and repairs aircraft components including but not limited to flight controls, engines, hydraulics, pneumatics, fuel systems and mechanical components, and applies technical knowledge of airframe and power plant systems in determining equipment malfunctions and applies technical expertise in restoring equipment condition and operation. This worker also applies professional technical expertise and guidance to solve complex problems by interpreting technical data such as blueprints or manufactures' manuals. Work typically requires a thoroughly comprehensive knowledge of aircraft mechanical component troubleshooting/repair procedures and replacement of components, a thorough knowledge of aircraft sheet metal/structural modification and repair and the ability to determine functionality of non-complex electrical systems. A detailed knowledge of aircraft unique tools such as test equipment, torque wrenches, dial indicators, micrometers, cable tensiometers, sheet metal brakes and sheers, etc. is required. Must possess the experience and ability to provide technical support to structural/mechanical engineers and customers alike, must possess excellent organizational skills in prioritizing workload to meet aircraft delivery schedule. This worker will be required to make entries in aircraft logs and records, and is responsible for providing guidance and technical expertise to lower level technicians throughout all aircraft modifications and/or maintenance efforts.

Skill and Knowledge: Shall have the ability to troubleshoot malfunctions in various aircraft systems and be able to perform general Organizational Level maintenance and possess one or more of the specialties of the assigned aircraft below:

Avionics/Electrical Systems and related Sub-Systems, and Aircraft Logs and Records Administration

  • Must be knowledgeable of technical directives, NAMP programs, and shall be knowledgeable of and understand basic supply procedures.
  • Quality Assurance Representative shall have experience writing with clarity and technical accuracy, and exhibit leadership and ensure adherence to all applicable policies and procedures.
  • Possess a high degree of expertise in the control and coordination of aircraft maintenance.
  • Thorough working knowledge of applicable maintenance/technical manuals and publications.
  • Thorough working knowledge of aircraft maintenance records.
  • Working understanding of the aircraft and aircraft systems.

Responsibility: Performs requirements in accordance with the procedures established in the PWS. Performs diagnosis and corrective actions, disassembles, inspects, evaluates, and accomplishes necessary repairs, lays out work according to technical instructions and technical directives. Determines what repairs, modifications, and part replacements are required. May be required to verify work performed by another for which he/she is qualified to perform.

Task Requirements:

  • Performs quality technical inspection of aircraft, aircraft components, parts, repairs, and systems (including avionics, electrical, instrument and armament) as required by functional assignment
  • Performs quality and safety inspections of on-site equipment and tools used in aircraft maintenance, vehicles, and equipment
  • Performs initial, in-progress and final quality technical inspections during maintenance, repair, modification, rework, and overhaul of aircraft, aircraft components, and component parts
  • Provides technical guidance, instructions, and interpretation of written instructions and procedures to mechanics as required to assure acceptable quality work and flight line services.
  • Assists in preparation, processing, and answering of Product Quality Deficiency Reports (PQDRs).
  • Monitor compliance, conduct audits and provide guidance in Environmental Health and Safety (EH&S) Programs, (FOD/Confined Space/Lockout-Tag out/Fall Protection).
  • Scheduled and unscheduled maintenance support for assigned CH-53 aircraft
  • Performs inspection, disassembly, repair, servicing, TD compliance, modification, assembly, corrosion control, preservation/de-preservation
  • Maintain aircraft and aeronautical equipment to continuously support the assigned readiness posture outlined in in the activities plan and daily flight schedule
  • Aircraft maintenance action documentation via logs, records, forms, and electronic means
  • Troubleshoot malfunctions in aircraft structure, landing gear, pneumatic, hydraulic, ventilation and heating, flight surfaces and controls, dynamic components, and powerplant systems.
  • Use hand tools, power tools, machines, specific and general aviation test measurement and diagnostic equipment, and sets kits and outfits (SKO).
  • Inspect, repair, replace, and rebuild aircraft components/sub components to include rigging of flight control.
  • Read and interpret manufacturers' maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.
  • General aircraft maintenance Technical Directive compliance and modifications
  • Perform general housekeeping and organization of workstation(s), shop(s), maintenance facility to provide a clean, safe, and FOD free environment
  • Perform shift work and/or overtime as required
  • Perform phase, scheduled, unscheduled, periodic, and other hourly or calendar inspections.
  • Requisition repair parts, materials, and consumable supplies through military supply system.
  • Perform other tasks as directed.

Preferred Qualifications:

  • Seven or more years' CH-53 rotary wing experience
  • Ten or more years' rotary wing maintenance experience
  • Naval Aviation Maintenance Control Management for Optimized Organization Maintenance Activity course (C or if previously completed, both the Naval Aviation Maintenance Control Management course (Course D/E and the Naval Aviation Officer and Senior Supervisor NALCOMIS OOMA Familiarization course (Course D/E
  • Seven or more years' experience with NALCOMIS/OOMA
  • Basic Corrosion Control Course Advanced Corrosion Control Course/Paint and Final Finish

Basic Qualifications:

  • Must be able to read and interpret complex engineering drawings, technical manuals, and use measuring instruments, gauges, tools, and test equipment.
  • Must show proficiency in the use of OOMA within 90 days after assignment.
  • 4 years' experience as a Quality Assurance Representative (QAR) on CH/MH-53E.
  • Must have completed the Naval Aviation Logistics Command Management Information System (NALCOMIS) (Optimized) Organizational Level Maintenance Activity (OMA) Naval Aviation Quality Assurance Administration Course (Course C
  • High school diploma or equivalent General Educational Development (GED) certificate
  • Must be able to work shift schedules as required per Performance Work Statement (PWS)
  • Must be able work work-week schedules i.e. M-F, Sn-Th or as required per PWS
  • Must be able to pass a background check
  • Must be able to obtain favorable National Agency Check with Written Inquires (NACI), IAW DTM Next Generation Common Access Card (CAC) Implementation Guidance

  • Must be able to deploy to support off station exercises and perform other support duties if required
