Position Summary
The COO provides strategic and operational leadership to ensure Healthy Start MomCare Network achieves its mission effectively and efficiently. Reporting to the CEO, the COO manages day-to-day operations, including human resources, finance, contracts, and infrastructure. The COO ensures organizational systems, policies, and performance metrics align with strategic goals. The position works collaboratively as part of the leadership team to set and monitor performance metrics. The leadership team consists of the Chief Executive Officer (CEO), Chief Operations Officer (COO). Chief Program Officer (CPO), and Chief Information Officer (CIO).
After an introductory period, hybrid work may be available subject to approval of the supervisor.
KEY RESPONSIBILITIES
- Translate the CEO's strategic vision into operational plans and systems.
- Oversee contracts, human resources, finance, facilities, and administrative operations.
- Develop and implement policies, procedures, and performance improvement systems.
- Supervise operational staff including office management, communications & marketing, and contracts administration.
- Monitor budgets and finances to ensure resources are used effectively.
- Work collaboratively with staff to strengthen organizational capacity and scalability
- Administration
-Ensure annual corporate and state registrations are completed.
-Complete annual insurance renewals and maintain documentation.
-Oversee annual employee benefit enrollment.
-Oversee office management to ensure staff have adequate space and resources to perform their
jobs.
-Ensure the annual inventory is documented each June.
-Oversee office file maintenance and organization.
-Identify opportunities to leverage artificial intelligence to streamline workflows and improve
quality.
- Leadership and Talent Management:
-Promote an organizational culture of collaboration, open and frequent communication,
adaptation, alignment with a common vision, and celebration of success in achieving specific
project and broader organizational objectives.
-Provide leadership for team meetings by managing agendas and action item follow up.
- Finances
-Work with the accounting team to prepare the annual budget, oversee monthly financial reports,
annual audit, and form 990.
-Approve monthly invoices for payment.
-Approve monthly bank and credit account reconciliations.
-Approve semi-monthly timesheets for payroll.
- Contracts and Grants
- Ensure compliance with contracts, regulations, and quality standards.
-Review and approve all grant applications, contracts, agreements, invoices, and deliverables.
-Ensure a tracking system is in place for deadlines, deliverables, and payments.
-Ensure contract templates that have been approved by the attorney are used and any significant
changes are reviewed by the CEO and attorney.
-Ensure there is a contract checklist created for every contract and a minimum annual quality check
performed for compliance of contract file documentation.
-In consultation with the CEO and CPO, lead contract negotiations.
- Board of Directors and Committees
-Provide reports to the Board of Directors as requested by the CEO.
-Provide staff support for assigned board committees or workgroups including the preparation of
agendas and minutes and follow up on action items.
- Perform other duties as assigned.
QUALIFICATIONS
- Master's degree in business administration, nonprofit management, public health, or related field.
- 10+ years of leadership experience in operations with a preference for nonprofit or healthcare experience.
- Demonstrated expertise in organizational management and compliance.
- Strong leadership, interpersonal, and strategic problem-solving skills.
- Experience overseeing finance and accounting
OTHER REQUIREMENTS
- State and national travel is required to attend meetings.
- Must have a valid driver's license, a safe driving record, having reliable transportation and carrying your own car insurance.
- ·Must pass a level 2 background screening. Candidate will be finger-printed and a background screening will be conducted.
