WHO WE ARE

The Montgomery County Department of Transportation's (MCDOT), Division of Parking Management manages the operations and maintenance of parking garages and lots within Bethesda, Silver Spring, and Wheaton central business districts. The program supports the comprehensive development of these districts and promotes their economic growth and stability by supplying sufficient parking to accommodate public demand.

WHO WE ARE LOOKING FOR

The MCDOT Division of Parking Management is currently recruiting for a Management and Budget Specialist position within the Financial Management Section.

This position may be underfilled as a Management and Budget Specialist I (Download PDF reader) , Grade 18, or Management and Budget Specialist II (Download PDF reader) , Grade 22. Once the employee is at full performance and meets the minimum requirements of the Proficiency Advancement process, they are eligible for the non-competitive promotion through the series to the Management and Budget Specialist III (Download PDF reader) , Grade 25.

What You'll Be Doing

The primary purpose of this position is to support the formulation, execution, and oversight of the Division of Parking Management's operating and capital budgets.

Duties include, but are not limited to:

Budget Formulation

  • Perform budgetary development and annual submission for the division's operating and capital budgets and ensuring compliance with all County policies and procedures.
  • Prepares initial budget year estimates; examines past and current year budgets and actuals in detail and identifies changes or trends of various types impacting expenses and revenue for future years.
  • Recommends acceptance or denial of variances from previous years; writes and edits budget facts and justifications; prepares highlights, statistical charts and graphs in support of budget presentation.
  • Collaborate with Division staff to understand budget needs, reviews inputs/assumptions from Finance and the Office of Management and Budget (OMB) to develop budget enhancements and changes.
  • Develop and/or update the 6-year Cash Flow Model to project end of year fund balances for each of the funds being managed by the Division
  • Performs annual review and update of the Division's Performance Metric goals.
  • Prepare responses to questions regarding the Operations and Capital Budgets submissions from all levels of leadership including OMB, County Executive, and County Council.

Budget Execution

  • Manage and administer funding allocations and financial transactions related to contracts, Purchase Orders (PO)s, grants, invoices, reimbursements, purchase cards, and other payments across multiple funding sources.
  • Act as the primary reviewer and approver for requisitions, DPOs, invoices, and purchase card accounts; ensuring data accuracy, proper authorization, adherence to contract terms and compliance with Procurement and Finance policies.
  • Collaborate with program managers and staff to reconcile funding discrepancies and ensure timely processing of purchase requisitions and invoice payments.
  • Preparing fiscal and financial transaction analysis and trends to track and monitor expenses and revenue collection and completing quarterly analysis reporting requirements.

Year-End Coordination

  • Lead and participate in year-end fiscal activities, communicate with division staff all end of year milestones and works to ensure all end of year activities are completed and payments to suppliers are made.
  • Manage late procurement exception requests, ensuring all documentation and submissions meet County deadlines.
  • Ensure that monthly, quarterly, and year-end closing tasks are completed in the Oracle ERP system, including verification of goods/services received.
  • Coordinates PO liquidation of expenditures with the Division, OMB, Finance, and Procurement
  • Coordinates with program managers, accounts payable clerk, and the Department of Finance staff on invoice accruals ensuring payments are captured in the correct fiscal year.

Analysis, Financial Reporting, and Special Projects

  • Provide support for ongoing and ad hoc analyses, reports, and presentations related to budget and financing issues, including revenue, expenditures, procurement, assets, and Federal and State grants.
  • Ensure full compliance with County procurement regulations and policies, identifying and resolving issues in collaboration with the Office of Procurement and Division staff.
  • Coordinate with stakeholders to identify opportunities for process improvement, recommend solutions, and implement new or updated internal procedures and tools. Develop or modify forms, methods, and workflows to improve efficiency and accuracy in recurring financial tasks.
  • Perform other related duties as assigned.
Minimum Qualifications

Experience:

If filled at Management and Budget Specialist I (grade N18): One (1) year of professional experience reviewing, analyzing, and monitoring operating and capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

If filled at Management and Budget Specialist II (grade N22): Two (2) years of professional experience reviewing, analyzing, and monitoring operating and capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

If filled at Management and Budget Specialist III (grade N25): Three (3) years of professional experience reviewing, analyzing, and monitoring operating and capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

Education: Graduation from an accredited college or university with a bachelor's degree.

Equivalency: An equivalent combination of education and work experience may be substituted.

Preferred Criteria, Interview Preferences
  • Experience using principles, methods, techniques, and generally accepted budgeting practices for preparing operating and capital budgets.
  • Experience in fiscal and financial management (including basic budget and accounting practice) and preparing fiscal analysis and trends.
  • Experience in evaluating budget requests, development, and execution.
  • Experience developing analytical forecasting models, evaluating and reporting on budget, financial, and fiscal impacts of legislation, programs, and operations.
  • Experience in using MS Office Suite (i.e., Word, Excel, Outlook, PowerPoint, and SharePoint), enterprise software (ERP/Oracle), specialized software and applications (i.e., OMB's BASIS, eBudget), and other computer-based analytical and modelling tools.
  • Experience dealing, establishing, and maintaining effective and productive working relationships with co-workers, other County departments/agencies, community partners, residents, and State and Federal officials.
  • Experience in the full-cycle public budgeting and proficient in financial software, such as Oracle and BASIS.
