JOB

Under the authority of the Public Health Officer and general supervision of the Environmental Public Health Manager, supervises the activity of professional staff engaged in permitting, inspection, compliance, and enforcement actions for onsite water supplies and sewage disposal systems. Manages the enforcement of codes, rules and regulations governing the installation and operation of private residential onsite water supplies and sewage disposal systems, semi-public sewage disposal systems, and miscellaneous public water supplies. Oversees the residential PFAS filter and vector borne surveillance programs and associated grant reporting requirements.This is a full-time, benefited position working at the James Street Complex located at 12251 James Street, Holland, MI. Typical working hours are Monday-Friday, 8:00 a.m. to 5:00 p.m.

EXAMPLE OF DUTIES

The essential functions of this position include, but are not limited to, the following: Pursuant to authority conferred upon local health departments by Section of the Michigan Public Health Code, Act 368, P.A. 1978, as amended, supervises the enforcement of Ottawa County regulations and codes governing the design, installation, location and operation of onsite water supplies and sanitary sewage disposal systems.Establishes and implements policies and procedures to ensure that residential onsite water supplies comply with the provisions of the Michigan Water Well Construction and Pump Installation Code (Part 127 of Public Act 368 of 1978, as amended).Establishes and implements policies and procedures to ensure that residential onsite sewage disposal systems comply with the County of Ottawa Environmental Health Regulations, semi-public onsite sewage disposal systems comply with the Michigan Criteria for Subsurface Sewage Disposal and County of Ottawa Environmental Health Regulations, and water supplies comply with The Michigan Safe Drinking Water Act (PA 399 of 1976, as amended), Michigan Water Well Construction and Pump Installation Code (Part 127 of Public Act 368 of 1978, as amended, and the County of Ottawa Environmental Health Regulations.Reviews and approves subdivisions of land under the Administrative Rules for On-Site Water Supply and Sewage Disposal for Land Divisions and Subdivisions (R to R Provides direct supervision for professional staff in accordance with established Health Department policies and procedures, with current collective bargaining agreements and with all applicable statutes and regulations governing the employment relationship.Manages complex appeals processes including seasonal high-water table (SHWT) determinations and regulatory interpretations, coordinating with property owners, contractors, the appeals board, and legal counsel as needed.Participates in drafting the annual operating and capital budget requests.Participates in investigations and epidemiological studies to track, identify, and isolate the source of waterborne illnesses, groundwater contamination and sewage releases.Prepares all required internal and external reports, including reports for the County, the Michigan Departments of Health and Human Services and Environment, Great Lakes, and Energy, and the federal Environmental Protection Administration. Ensures that all services are provided in compliance with established standards of professional practice and ethics, and Health Department policies, procedures, and quality standards.May perform all functions of the Senior Environmental Public Health Specialist classification as required to provide quality service to residents.Performs other related duties as assigned.

SUPPLEMENTAL INFORMATION

Required Knowledge and Skills: Thorough working knowledge of the County of Ottawa Environmental Health Regulations, Administrative Rules for On-Site Water Supply and Sewage Disposal for Land Divisions and Subdivisions (R to R , Michigan Criteria for Subsurface Sewage Disposal, and the Michigan Water Well Construction and Pump Installation Code (Part 127 of Public Act 368 of 1978, as amended). Good working knowledge of the Michigan Safe Drinking Water Act (PA 399 of 1976, as amended) and the Michigan Public Health Code (Section of Act 368, P.A. 1978, as amended).Thorough working knowledge of the causes and prevention of waterborne and vector borne illnesses.Knowledge of the design protocols and construction methods for public water supply systems and the practices and methods to prevent or protect onsite water supplies from contamination from backflows and cross connections.Ability to read and interpret blueprints, construction plans, engineering diagrams and specifications and as-built drawings to evaluate compliance of planned and completed wells, water distribution systems and onsite sewage disposal system construction.Good working knowledge of sampling procedures, and sampling and testing techniques.Good working knowledge of the principles, practices, and protocols for conducting inspections and investigations, and gathering and preserving evidence in the course thereof.Good working knowledge of basic principles of geology, hydrogeology, and hydrology.Good working knowledge of the principles and practices of epidemiology. Thorough working knowledge soil chemistry, soil permeability, hydrology, topography, water table properties, and other factors determining the suitability of specific land parcels for residential water supplies and/or onsite sewage disposal systems.Working knowledge of professional and ethical practice standards.Thorough working knowledge of computer software including, but not limited to word-processing, spreadsheet and database management applications, and Geographic Information Systems (GIS).Ability to track, manipulate, retrieve, and display data from various databases.Good organizational skills and ability to prioritize the workload.Good communications, interpersonal, and human relations skills.Ability to interact positively with all residential property owners, small business owners, operators and employees; architects, architectural engineers and construction managers; co-workers, and community representatives.Disclaimer: This job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee.
