TxDOT's San Angelo District is looking for a Transportation Specialist in the Traffic Operations Department in San Angelo. This position will assist overseeing in-house and consultant Plans, Specifications, and Estimate development for traffic and highway safety construction projects in the San Angelo District with opportunities to manage the construction phase of Traffic projects. Position Description
Transportation Specialist I: Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving multiple design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Specialist III: Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Specialist IV: Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
Transportation Specialist I essential duties include:
- Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
- Represents the Department at various meetings.
- Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
- Performs other job responsibilities as assigned.
- Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.
- Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.
- Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
- Assists in overseeing and/or monitoring Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan.
- Assists in overseeing traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
- Provides technical expertise and oversight/coordination of transportation programs in a district or division in the following functional activities: traffic operations.
- Coordinates engineering field staff activities and provides high-level technical assistance in resolving construction problems.
- Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:. (Experience can be satisfied by full time or prorated part time equivalent).
- Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
- Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
- Transportation Specialist III: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
- Transportation Specialist IV: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
Competencies:
- Traffic operations engineering principles, practices and methods and the application of engineering theory
- Construction, operation, and maintenance of traffic control devices
- Traffic management systems operations
- Applicable inspection methods, procedures and techniques
- Intelligent transportation and traffic management systems
- Traffic flow principles and procedures
- The Texas Manual on Uniform Traffic Control Devices
- The relationship of traffic control equipment to the operation of a traffic management system
- Digital data communications and closed circuit television systems
- The use of computers, applicable programs, applications, and systems
- Subject to environmental conditions; protection from weather but not temperature changes

- Subject to hazards - moving vehicles/mechanical parts, high places/heat, or chemicals
- Required to wear protective gear - respirator, hard hat, or other device
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Stooping - bending body downward and forward by bending spine at waist
- Close Visual Acuity - work includes visual inspection of small defects/parts
