About this Role:
The Research Data Analyst II (RDA II) performs the more complex technical research, statistical analysis, and communicates findings related to health care policy and the Medi-Cal Program as necessary to accomplish the objectives and tasks of the section. The RDA II accomplishes these objectives through the development of a working knowledge of various Medi-Cal data sets which are used to build information for reporting, and an intermediate-to advanced level of proficiency with computer software applications, including as Statistical Analysis System (SAS), MS-EXCEL, MS-Word, MS-Access, and Adobe Acrobat that are the working tools for the section. Additionally, the analyst will need to be proficient in the use of the DHCS web management tools and familiar with departmental web management policies including Americans with Disabilities Act (ADA) guidelines for internet accessible documents. Using the skills described above, the RDA II will be responsible for producing official statistics for the Medi-Cal program, and maintaining a deep understanding of a wide variety of data sources such as Medi-Cal claims and eligibility, Office of Statewide Health Planning and Development (OSHPD) patient discharge and emergency department records and Vital Statistics information. The RDA II will routinely update the division's public and internal websites with the latest program statistics. Will provide and verify information accessed by the Department of Finance, Legislative Analyst's Office, Legislature and other internal and external stakeholders and data requesters. The data will be used to (1) determine the Department of Health Care Services' annual budget, (2) effect change in state and federal legislation pertaining to Medi-Cal services, (3) support the Department in court cases regarding Medi-Cal issues, and (4) guide the Department in its development of Medi-Cal Program goals and objectives. The RDA II will need to have strong written communication skills, and the ability and desire to become proficient in statistical software such as SAS.
Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on operational business needs. This position is currently eligible for telework up to three days and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200-14203. Telework is available to California residents, and proof of residency may be required.

The Data Analytics Division's (DAD) mission is to describe and analyze data to answer questions that can be used to meet business objectives and drive decision-making.
The DAD is part of the Enterprise Data and Information Management (EDIM) , which provides department-wide leadership and support of the collection, analysis, management, and dissemination of quality data and data products in order for programs to make sound, data-driven decisions to better serve beneficiaries, improve outcomes, and support programmatic needs and requirements.
