Salary Grade

Contract Administrator I: B26 ($76,530 - 129,430)

Contract Administrator II: B28 ($92,600 - 156,612)

Position Description

Contract Administrator I:

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Contract Administrator II:

Oversees and manages policy for highly-advanced contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policies, laws, and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations, and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Contract Administrator I:
  • Develops, writes, revises and prepares, procurement documents, change orders, work orders, agreements, time extensions and acceptance testing.
  • Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies, recommends cancellation of contracts when deviation occur.
  • Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and expenditures.
  • Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or specific contracts including procurement documents and revisions, oversees writing of routine and unique correspondence.
  • Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
  • Serves as a lead workers to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees' career conversations; approving employees' leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor or manager.
  • Performs other job responsibilities as assigned.
Contract Administrator II:
  • Develops and monitors the section budget.
  • Coordinates the training of new professionals and technical contract staff.
  • Servies as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.

Minimum Qualifications:

Contract Administrator I:

Education: Bachelor's Degree in business administration, finance, or a related discipline.

Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)

-Relevant experience may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications

Contract Administrator II:

Education: Bachelor's Degree in business administration, finance, or a related discipline.

Experience: 7 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)

-Relevant experience may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
