Payroll Specialist

Eastman Credit Union is seeking a Payroll Specialist. Payroll Specialist are responsible for management of the complete payroll process from start to finish, which includes: collecting, balancing, troubleshooting, reporting and processing payroll data for all employees timely and accurately. Responsible for researching & implementing changes due to State/Federal Wage & Hour law updates/changes. Responsible for collecting analytic information for reporting purposes. Responsible for administration and management of HR - HRIS & Timekeeping systems, and the interface connections and file feeds to Retirement and Health and Welfare Vendors.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Maintain payroll information by directing the collection, calculation, and entering of data
- Pay employees by directing the production and issuance of paychecks/electronic transfers to bank accounts
- Balance the payroll accounts by resolving payroll discrepancies
- Create and maintain payroll policies and procedures guide for the organization; analyze procedures to recommend changes
- Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions
- Maintain employee confidence and protect payroll operations by keeping information confidential
- Maintain professional and technical knowledge attending education workshops; reviewing professional publications, establishing personal networks
- Responsible for management of all HRIS & timekeeping system updates & upgrades, which may include coordinating certain upgrades with IT.
- Coach other members of HR on use of HRIS & Timekeeping systems
- Critically review and analyze current payroll trends in order to recommend and implement changes leading to best-practice operations
- Support all internal and external audits related to payroll
- Provide payroll information to employees and be available for questions and discussion
- Communicate any change in payroll schedule to Management Council
- Monitor SCR's & process terminations, status changes, pay rate changes, and departmental changes
- Track all pay codes for reporting purposes
- Analyze and audit submitted time records for accuracy
- Work with Financial Services to review and complete all SOC1/SAS70 reports for HRIS and timekeeping systems
- Communicate to Financial Services when Quarterly/Annual wage reports are submitted to IRS, DOL, & EEOC
- Complete User System Security Review for HRIS and timekeeping system for IT
- Set up recurring reports to Senior Management as requested
- Complete and submit required monthly/quarterly/annual reports to DOL, EEOC, & Federal Bureau of Labor Statistics, which include: Report of Organization, Multiple Worksite Report, Dept. of Science & Engineering Annual Business Survey, EEO1 Report, VETS 4212 Report (Some of the information required on specific reports require the collaboration with managers in other areas.)
- Prepare information and meet with Auditor for annual Workers Comp Audit
- Maintain tracking system for fringe benefits.
- Set up and maintain annual Benefits Open enrollment
- Provide reports and administer data to ET on compensation related to merit increases, reclassification and special recognition
- Administer ACA tracking system within ADP portal for compliance
- Verify ACA information annually and submit 1095C's & 1094C's for processing
- Create & update reporting for HR analytics
- Provide reports to ET and Managers on Peak & Part-time hours bi-weekly
- Process year end W-2 forms and related tax documents
- Train new hires on time system at monthly orientations
- Train new managers on ADP portal
- Provide support and act as resource to staff with HRIS systems
- Maintain high level of knowledge of ECU Guidelines to act as a resource for Managers
- Identify and manage risks within the department
- Serve on product and process teams such as Performance Management, Applicant Tracking System, Onboarding, etc.
- Provide HRIS support, consultation and serve as a liaison between the Payroll /HRIS provider and other HR system or software.
- Represent ECU to the internal staff, external contacts, members and vendors
- Provide administrative support for Chief Human Resources Officer and HR Directors
- Perform other duties as requested
Required Experience
Education and/or Experience
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
