I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Change Management Manager/Organizational Change Management (OCM) 2, hereafter referred to as Candidate(s), who meets the general qualifications of Change Management Manager/Organizational Change Management (OCM) 2, Information Technology Services Management (ITSM Operations) and the specifications outlined in this document for the Texas Health and Human Services Commission.
ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Organizational Change Manager will use change management principles and practices to lead and manage the change management activities and integrate change and user adoption initiatives for a large-scale department transition and transformation project. Under the direction of the Texas Health and Human Services Commission's (HHSC) Information Technology (IT) Project Management Office (PMO), this position will provide direct support to the project manager and project team overseeing the successful delivery of the project. This role is essential for ensuring a smooth transition and adoption of new processes, systems, and structures within the IT department. Activities may include assessing potential change impacts, developing change management plans, identifying, and analyzing key stakeholders, tailoring communication to agency stakeholders, training, risk management, and collaboration with other teams to ensure coordination, and feedback collection.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 6 Required Overall experience in IT operations with solid change management knowledge. 5 Required Proven experience in change management, preferably within large-scale transformation projects. 4 Required Strong understanding of change management principles, methodologies, and tools. 4 Required Experience in change management background based on ITIL principles and practices is preferred. 4 Preferred Certification in change management (e.g., Prosci or CMAP) or years of experience equivalent 4 Preferred bility to influence and build relationships with stakeholders at all levels. 4 Preferred bility to manage ambiguity and push through business challenges to drive results and demonstrate a strong sense of accountability and follow through. 4 Preferred Strong problem-solving and analytical skills. 4 Preferred Excellent communication, presentation, and facilitation skills.
III. TERMS OF SERVICE
Services are expected to start 12/02/2024 and are expected to complete by 08/29/2025. Total estimated hours per Candidate shall not exceed 1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 4601 West Guadalupe St., Austin, Texas 78739. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
**Position will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.**
TERM OF SERVICE
Services are expected to start on or around December 2, 2024 and are expected to completed by August 29, 2025. Total estimated hours per Candidate shall not exceed 1,500 hours for FY25.
Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Worker must sign an Acceptable Use Agreement as a condition of employment.
Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.
Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.
Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
