Mission

The Transit Planner/Scheduler is responsible for determining service schedules, timetables and analyzing bus routes, including near-term transit service alternatives. The primary focus of the position is on traditional fixed-route service, but emerging modes of transportation are included.
Profile

  • This technical position is responsible for RATP DEV's scheduling process. Including run cutting, timetables, blocking, deadhead itineraries, run times, and service change recommendations.
  • Conducts self in an appropriate manner as a representative of RATP DEV, working in a diverse work environment.
  • Provides individual and team contributions; coordinates work with Prince George's County to determine best service planning and scheduling.
  • Lead liaison for RATP DEV for the development of service changes, which includes, analysis, coordination with other departments, revising recommendations based on employee customer and client feedback.
  • Develop Schedules, bus stop changes recommendations, turn sheets, bus stop information, and quarterly service change reports for implementation.
  • Analyze transit service performance from a variety of sources and make recommendations for new or revised services.
  • Other duties as assigned.
Requirements:
  • Must be at least 21 years of age
  • An Associates degree in Transportation Planning, Public Administration or related field and 1-3 years experience in scheduling or working with service schedules in transit service is preferred.
  • Experience in the application of schedule planning in a public service and transportation environment.
  • Must have knowledge of applicable state and federal guidelines/regulations affecting transit operations.
  • Experience with transit operational data and scheduling software.
  • Knowledge of Geographic Information System (GIS) software desired.
  • Proficient knowledge of transit scheduling principles, practices, techniques, and concepts.
  • Proficiency in Microsoft Power BI, Word, Excel and PowerPoint.
  • Proficiency in transit operational software such as Clever CAD and OptiBus

Physical Requirements:

Recurring use of hands, fingers, and arms in selecting/grasping paper, telephone, computer and related items necessary in carrying out "desk" related duties. In terms of physical activity, the position involves sitting at a desk, walking and standing. Lifting, carrying, pushing, pulling and related weight/force requirements are limited in terms of both intensity and duration and when required, are characteristically associated with occupations designated as secondary in nature. Requires the capacity to express or exchange ideas by means of the spoken word to impart oral information (talking) and to perceive the nature of oral sounds by ear (hearing).

Cognitive Demands:

The ability to identify and effectively use information, knowledge and conceptions related to data, people and things obtained by observation, investigation, visualization and mental creation is critical. Guidelines are broadly stated and have administrative responsibility for final results. Work consists generally of monitoring internal and external events and developments which have a direct correlation on the achievement of major objectives. Accountable for planning, designing and carrying out transit service programs which directly impact the overall operation. Work is reviewed through conferences, discussions, and periodic review of reports. Directs the ongoing financial, human resource and related program service activities of the organizations. Accountable for final departmental recommendations and approvals, planning and enforcement of policies and practices in the areas of budget and cost control, personnel, staffing and related areas. Plans and/or performs work which requires demonstrated analytical ability, ingenuity and seasoned professional judgement.

Has ongoing direct contact with key departmental staff, the public, city officials, advisory boards, community organizations and agencies, labor representatives and private sector employers. People skills involve building strong collaborative relationships; identifying and cultivating talent, exchanging ideas, information and opinions with clients to arrive jointly at decisions, conclusions or solutions; influencing clients in favor of a product, service or point of view; and, attending to the needs, of clients where a specific end product is desired. Leads an environment of teamwork through open communication, daily coaching, performance feedback and motivation.
