Summary As a Management and Program Analyst with OPM, you will provide analytical, budget, acquisition, and human capital support to the Office of the General Counsel (OGC), helping leadership make informed decisions and strengthening the effectiveness of OGC operations. Responsibilities Conduct qualitative and quantitative analyses to evaluate OGC programs, identify issues, and develop recommendations for improved operations. Support budget formulation and execution by analyzing spending trends, maintaining budget data, and preparing cost information for leadership. Prepare procurement documentation, create funding commitments, track contract status, and serve as a COR when assigned. Coordinate personnel actions, monitor workforce data, and support human capital planning across the office. Conduct research for special studies, prepare reports and briefings, and present findings to senior management. Maintain and coordinate administrative systems such as time and attendance, travel, labor code structures, and automated tools. Other duties as assigned. For the GS-13 level: Applicants must have one year of specialized experience at the GS-12 level (or equivalent) performing all of the following: Using qualitative and quantitative methods to assess programs or operations and develop recommendations. Formulating budgets, analyzing budget data, monitoring obligations, or preparing cost information to support financial decision making. Preparing procurement documentation or tracking contract actions, including work statements, cost estimates, or requisitions. Initiating or tracking personnel actions or supporting workforce planning activities. Developing reports, process documentation, or briefing materials for leadership. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
