SHORTAGE DIFFERENTIAL: $694.00/month

Salary will be negotiable based on the applicant's years of experience, special skill sets, availability of funds, and other relevant factors.

JOB DUTIES: This position will serve as a network support analyst and as the liaison between the Information Technology Department and the users of the automated systems of the Hospitals and the HHSC Information Technology Department. This position will be located in the HHSC IT Department.

MAJOR DUTIES AND RESPONSIBILITIES:

A. Administrative - 60%

  1. Prepares and maintains documentation for Purchasing.
  2. Maintain inventory. This includes, but not limited to:
    1. receiving and sending packages
    2. tracking and updating inventory system
    3. maintain physical inventory for consumable or replacement
    4. prepare and/or manage physical equipment for disposal
  3. Prepares and manages, but not limited to:
    1. software licensing and downloads
    2. hardware maintenance renewals
    3. coordination of SSL certificate purchasing and renewals
B. User and management liaison - 15%
  1. Provide assistance to all users in the day to day operations including troubleshooting operational problems, determining possible options and coordinating with all impacted users and other IT staff on solutions.
  2. Provide technical direction and assistance to all users of Information Systems at the various HHSC facilities.
  3. Assist and coordinates the standardization of information systems within the hospitals to optimize maintenance costs and enhance training and reporting compatibility.
  4. Assist in the planning, implementation and enforcement of IT policies and procedures to meet Corporate and accreditation standards.
C. Systems Analysis and Implementation - 15%
  1. Works with users and other systems analysts to provide the most efficient and reliable analytical support and service to HHSC facilities and their user departments through the functional application and technical components that make up the Hospital Information System.
  2. Assists in the development and implementation of technical solutions to various business problems based on existing and future network infrastructure and related systems to meet functional user requirements.
  3. Coordinates and assists in the implementation of information technology hardware and software solutions including installation, configuration, testing, training, documentation and controls to insure secured and proper functioning of the systems.
  4. Analyzes, plans and develops hardware and software systems for the corporation information technology systems. Complies and enforces the administration of corporate policies and procedures.
  5. Coordinates the installation and maintenance of information technology hardware and software with vendors and hospital personnel.
  6. Works with respective hardware and software vendors and facility IT departments to design, develop and modify information technology systems.
  7. Assists with plans for the updates and maintenance of information technology hardware and software systems to current accepted release/version levels.
  8. Performs day to day monitoring and system administration of the corporate information systems.
  9. Generates and updates training materials and operations manuals for respective hardware, software and system administration applications.
  10. Assists in the planning, implementation and enforcement of IT policies and procedures to meet corporate and accreditation standards.
D. General responsibilities - 10%
  1. Prepares and maintains documents including policies, procedures and logs for operations, network, server, and programming standards.
  2. Assists, evaluates and coordinates plans and projects for sharing information with other HHSC facilities.
  3. Assists in the review and evaluation of the information technology systems and its components.
  4. Other duties as assigned.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION: Bachelor's degree from an accredited four (4) year college or university.

Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. Information Technology Specialist III - One and one-half (1 1/2); Information Technology Specialist IV

SPECIALIZED EXPERIENCE:

Information Technology Specialist III - One and one-half (1 1/2); Information Technology Specialist IV - Two and one-half (2½) of progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.

SUBSTITUTIONS ALLOWED:
  1. Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
  2. Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required specialized experience.
  3. Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1-1/2) years of the required Specialized Experience.
  4. Possession of a Ph.D in computer science from an accredited college or university may be substituted for two and one-half (2-1/2) years of the required Specialized Experience.
  5. Excess staff specialist and/or supervisory experience of the types and quality described above may be substituted for specialized experience on a year-for year basis.
  6. Excess technician experience comparable to an Information Technology Support Technician II or higher or comparable positions may be substituted for education on a year for year basis.
DESIRED SKILLS:

A. Education preferred - a bachelor's degree in computer science or management information systems from an accredited college, university, or equivalent.

B. Experience preferred - 3 years experience in specialized experience in computer systems analysis which involved meeting users' requirements through the support of a network infrastructure for the electronic processing of data with preferably at least one (1) year in a healthcare or healthcare support facility.

C. Experience preferred includes experience and basic knowledge in the following environment and systems:
  1. Microsoft Server and Linux Server Operating Systems
  2. Microsoft Windows Desktop Operating Systems
  3. Microsoft Server, Desktop, and Linux Hardware
D. Certification preferred includes CompTIA A+, Microsoft related certifications or its equivalency.

E. Experience preferred includes experience and basic knowledge in the following applications:
  1. General MS Office Professional Application software - Word, Excel, PowerPoint, Access, Outlook.
  2. General support applications - MS Project. VISIO, MS SharePoint
  3. Other applications - Adobe Acrobat, Adobe Acrobat Sign, Infor GHR
F. Preferred hands on experience in the following activities:
  1. Troubleshooting and resolving user identified problems.
  2. Experience and a high level of competency in PCs including hardware configuration and installation.
  3. Experience in the generation of training manuals, operations manuals, newsletters and other I.T. associated documents.

KNOWLEDGE AND ABILITIES REQUIRED:

KNOWLEDGE OF: Basic mathematics; research methods and techniques; problem solving methods and techniques; report writing.

Knowledge of IT principles, concepts and technical aspects of responsible IT specialty area; use of auxiliary and peripheral IT equipment; functions of various computer operating systems; i.e., computer network, desktop, and/or mainframe and their applications. Incumbents must also possess the ability to learn equipment installation work activities and to document programs, operating instructions and procedures. Understand and apply the fundamentals of assigned IT specialty area(s); understand, interpret and apply technical written materials, laws, rules, policies and procedures to specific issues; evaluate the effectiveness of, or identify the need for appropriate computer programs or information systems.

Principles, and methods to identify, analyze, specify, design and manage functional and infrastructure requirements; planning, organizing, prioritizing and evaluating programs/projects; principles, methods or tools for developing, scheduling, coordinating and managing projects and resources.

ABILITY TO: Gather information from various sources; analyze and evaluate data logically; solve problems and draw logical conclusions; perform work thoroughly with attention to detail; communicate clearly and concisely both orally and in writing; prepare clear, complete and concise reports; and establish and maintain effective work relationships with others.

Make sound and objective decisions; conduct studies of work processes and make sound recommendations; identify, analyze and resolve errors and problems logically and systematically.

Advise others on pertinent technical and/or non-technical matters. Must also have the ability to plan efficient layouts, work flow procedures and processes and then integrate these into a complete data processing systems plan.
