Job Description

This is a highly skilled mechanic position involving responsibility for completing the more complex, detailed, and involved repairs to automotive equipment such as passenger vehicles, trucks (including school buses, vans, pickups, environmental services equipment), grounds maintenance equipment (including tractors, lawn mowers, snow removal equipment) and tools and equipment. The employee is required to perform the full range of mechanics duties, but is distinguished from the lower level position, Automotive Mechanic, by responsibility for major overhauls and repairs involving complete disassembly and assembly of diesel engines, hydraulic systems, and vacuum and air brakes; and complete re-wiring of major equipment. Employees of this class may work under unpleasant working conditions including extremes of heat and cold, noxious fumes and odors, wet, damp, and cramped working areas. Work is performed independently or with a repair team under limited supervision. General direction is available from a mechanic supervisor or other higher-level staff person for non-routine, difficult or costly repairs. A Senior Automotive Mechanic may be required to be a lead mechanic over lower-level mechanics. Does related work as required.

Responsibilities

(All need not be performed in a given position. Other related activities may be performed although not listed.) Completes major and minor repairs to diesel and gasoline powered vehicles including the full range from heavy equipment to passenger vehicles; Performs standard and major heavy equipment repairs to gasoline and diesel engines and hydraulic systems; Repairs and rebuilds (disassembles and assembles) all automotive systems such as cooling, electrical, exhaust, steering and suspension, fuel system, brake, and drive train; Rewires electrical systems; Repairs electric motors, tools and equipment; Repairs vacuum and air brakes; Repairs and installs fuel pump and fuel injectors; Operates machine shop equipment such as lathes, grinder, drill presses and other working machines to make, rebuild or repair parts for automotive equipment; Repairs mechanical parts on sweepers, loaders, salt spreaders, backhoes, and other public works equipment; Grinds valves and fits new bearings, pistons and rings; Diagnoses chronic automotive problems and devises permanent rather than standard, temporary repairs; Diagnoses heavy equipment and automotive problems caused by maladjustment, worn, damaged, or defective parts, or improper lubrication; Determines correct parts needed in the repair of specific equipment; Checks for automotive problems using visual observation, tactile contact, road tests, and shop testing equipment; Performs preventative maintenance functions such as lubrication, filter changes, major and minor tune ups, tire checks, fluid checks, safety inspections; Instructs lower level mechanics in the proper method of repairing and adjusting engines, bodies, and chassis on all forms of automotive equipment; Leads and works with lower level or more specialized mechanic on difficult, complex, and physically demanding jobs; Performs New York State authorized inspections of road vehicles; Road tests equipment and motor vehicles; Performs minor collision repair work and straighten and weld frames and fenders; Operates snow removal and road construction equipment in times of emergencies or slack work, or performs other related duties as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of hydraulics and diesel and gasoline engines; thorough knowledge of the principles of heavy equipment mechanics including systems and parts operations, systems and parts interrelationships, systems and parts functions; thorough knowledge of the methods and practices involved in repairs to heavy equipment; good knowledge of shop equipment, tools, parts and their potential use; good knowledge of State Department of Transportation rules and regulations governing the repair and maintenance of buses; good knowledge of machine shop equipment and its use; working knowledge of the mechanical operation and terminology of heavy equipment; skill in the repair of major heavy equipment; skill in the use of shop tools and equipment; skill in completing major overhauls and repairs to hydraulics; ability to read automotive manuals, schematics, and work orders; ability to follow oral and written instructions; ability to repair entire systems, including major overhauls, complete disassembly and re-assembly; ability to select and properly use shop tools and equipment in a safe and efficient manner; ability to diagnose problems of all systems, especially diesel engine, vacuum and air brakes, and hydraulics; ability to inspect a road vehicle in accordance with mandated safety standards; ability to operate and road test motor vehicles and equipment; ability to get along well with others and provide lead supervision when required; dependability; manual dexterity; strength; mechanical aptitude; attention to safety needs; willingness to work in cramped, cold quarters with noxious fumes; physical condition commensurate with the demands of the position.

Qualifications

Graduation from high school or possession of a high school equivalency diploma, plus EITHER:(A) Graduation from a regionally accredited or New York State registered college or university with an Associates degree in Automotive Mechanics, plus one (1) year of full time or its part time equivalent paid experience as an automotive mechanic or heavy equipment mechanic under the supervision of a journeyman level mechanic including diesel experience; OR,(B) Three (3) years of full time or its part time equivalent paid experience as a journeyman level automotive mechanic or heavy equipment mechanic including diesel experience; OR,(C) An equivalent combination of training and experience as defined by the limits of (A) and (B).NOTE: Journeyman level experience refers to skilled mechanical work which would involve maintenance, repair, and rebuilding of all systems: brakes, suspension, cooling, exhaust, electrical, transmission and engine of vehicle equipment.Where education is below the minimum specified, additional experience may be substituted on a year-for-year basis.SPECIAL REQUIREMENTS: Depending on assignment, applicants may be required to:1. Possess a valid New York State Inspectors license at the time of appointment.2. Possess a valid New York State CDL *B* license and specific endorsements.3. School Bus Mechanics must possess a valid New York State Class *CDL C* Operators license by the end of the probationary period.4. Candidates may be required to pass a physical examination to determine ability to perform the job.5. May be required to have own tools commensurate to be able to perform work assigned.SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS AND BOCES:Per Chapter 180 of the Laws of 2000, and by Regulations of the Commissioner of Education, to be employed in a position designated by a school district or BOCES as involving direct contact with students, a clearance for employment from the State Education Department is required.
