Job Description
Join our dynamic team as an IT Contracting Officer, where you will play a crucial role in supporting our IT procurement and contract management efforts. This is an excellent opportunity for an experienced professional to work collaboratively in a fast-paced environment, ensuring compliance and performance within our vendor relationships. We are looking for local candidates who can commit to being onsite 2-3 days a week.
Key Responsibilities
- Manage the complete IT procurement lifecycle, including RFPs, RFIs, RFQs, and sole-source documentation.
- Draft, review, and negotiate various IT contracts covering software, SaaS, cloud services, hardware, and professional services.
- Collaborate closely with legal, cybersecurity, architecture, and business teams to ensure compliance and technical accuracy.
- Ensure compliance with the State of Iowa procurement laws, rules, and policies.
- Maintain meticulous records of procurement documentation and contracts.
- Advise internal teams on best practices in procurement.
- Monitor vendor performance, assisting with contract enforcement and issue resolution as needed.
- Stay informed on industry trends and procurement regulations.
Minimum Qualifications
- Bachelor's degree in Business, Public Administration, IT, or a related field.
- 5+ years of experience in IT procurement, contract negotiation, or public sector contracting.
- Strong understanding of IT contract types including SaaS, IaaS, software licensing, and support.
- Familiarity with state and federal procurement processes.
- Exceptional communication, negotiation, and project management skills.
Preferred Qualifications
- Experience with Iowa systems such as Workday and I/3.
- Relevant certifications including NIGP-CPP, CPPB, CPPO, or NCMA CPCM.
- Experience in centralized procurement environments.
- Knowledge of cybersecurity and data privacy considerations in IT contracts.
