Nature of Work, Essential Functions & KSA's
Under the immediate supervision of the Parks Division Supervisor and under the general supervision of the Parks Superintendent, the Parks Maintenance Technician is responsible for performing park shelter cleaning and maintenance, landscape maintenance, trash removal, general ground maintenance as well as skilled carpentry, painting, repair, inspection, remodeling tasks and service work on park facilities and grounds including snow and ice removal operations. Employees may be assigned to other maintenance duties in the Public Works Department. This position is subject to emergency call-outs and must be able to work overtime including nights and weekends and stand-by as required.
Essential Functions
Technician I (entry level)
- Performs various tasks involving general park facility maintenance; including but not limited to mowing of park areas; cleaning of shelters, park areas and street areas, as well as all other general internal and external maintenance activities, as required.
- Assists in coordinating park facility maintenance services activities with other City departments and divisions and with outside agencies.
- Prepares reports, including work orders, maintenance logs and compliance reports.
- Performs compliance inspections, testing and repairs of playground equipment, athletic equipment and general grounds.
- Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
- Ensures safety regulations and safe work practices are observed at job sites.
- Supervises the work of seasonal staff working in the field.
In addition to the Tech I level essential functions
- Assist with operations at Hidden Valley and Oak Grove as needed.
- Assign tasks to seasonal staff.
In addition to the Tech ll level essential functions
- Oversees all full-time, part-time and seasonal staff daily operations.
- Oversees completion of workorders and service requests.
Technician I (entry level)
- Skill in safely operating assigned vehicle at all times, especially in heavy traffic and under adverse weather conditions.
- Skill in the use of heavy equipment, hand tools and power tools; including maintenance practices of such equipment and tools.
- Skill in working effectively as part of a crew or team.
- Skill in using tact, discretion, initiative and independent judgment within established guidelines.
- Knowledge of commercial building trade skills, including but not limited to, plumbing, and electrical systems.
- Knowledge of the methods, materials, tools and standard practices regarding carpentry, painting, drywall, concrete, and repairs.
- Knowledge of the methods, materials, tools and standard practices regarding park and facility grounds maintenance.
- Knowledge of traffic laws and rules involved in vehicle and equipment operation.
- Knowledge of basic traffic control/barricade procedures.
- Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.
- Ability to follow simple to complex oral and written instructions and to convey instructions to others.
- Ability to perform basic mathematical calculations in order to calculate quantities, distances, measures and weights.
- Ability to skillfully and safely operate all motor vehicles and related equipment required for the completion of work assignments, in accordance with traffic laws, and to identify and resolve equipment problems.
- Ability to prepare reports, including work orders, activity reports and maintenance logs.
- Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.
- Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors and the general public.
- Ability to perform relatively heavy manual work for extended periods of time and ability to withstand exposure to variable weather conditions.
- Ability to distinguish between different cleaning materials, fungicides, herbicides, and insecticides with the ability to read and understand label information.
- Ability to assist with design and plan for future installations of trees, shrubs and landscaping.
- Ability to utilize necessary protective clothing and equipment to avoid potential dangers.
In addition to the Technician I level KSAs
- Skilled in the preparation of athletic fields and painting.
- Ability to manage and assign daily tasks to crew members.
- Ability to open and close a grave site.
In addition to the Technician II level KSAs
- Ability to lead and motivate others.
- Ability to manage projects from start to finish.
- Ability to establish daily and project priorities and assign work orders, materials, staff, contractors, equipment and other resources for timely completion of duties.
- Ability to enter, review and close; workorders, reservations, reports, and timecards.
- Knowledgeable in all division of the department.
- The primary duties of this position are performed in a public park and building environment and may include working in adverse weather conditions, vehicular traffic, upon rooftops and exposure to hazards involving the use of power tools and equipment, working near moving parts, and exposure to hazardous chemicals and materials.
- Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate with other employees and the public and discern emergency or alarm warning systems, including vehicle backup alarms.
- Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders, technical manuals and related diagrams; and to move over rough and unfamiliar terrain.
- Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment.
- Sufficient strength to lift and carry fifty (50) pounds for varying distances.
- Sufficient body flexibility, mobility, stamina and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions while working in trenches, climbing and working on ladders, and moving over rough and unfamiliar terrain.
- Sufficient ability to endure prolonged exposure to varying temperatures, i.e. prolonged sun and heat exposure during summer months and cold/wind/dampness exposure during winter months.
Technician I (entry level)
- Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed above.
- High school diploma or GED
- Two (2) years of experience in performing semi-skilled maintenance and construction tasks and the operation of equipment such as trucks, tractors, graders, landscape equipment, and end loaders is preferred.
- Must be honest, dependable, and trustworthy.
- Completion of NIMS ICS 100, 200, and 700 training within 6 months of hire
- Possession of a valid State of Ohio Motor Vehicle Commercial Drivers' License class B (class A preferred), including air-brake endorsement, or the ability to obtain license within the six (6) month probationary period.
- Chemical application license in core and industrial vegetation preferred.
In addition to Technician I level
- Two (2) years, experience with golf course and cemetery maintenance & operations required.
- Chemical application license in core and industrial vegetation required.
In addition to Technician II level
- Chemical application license in aquatics and turf required.
- Pool operation experience.
- Experience in building maintenance.
- Five (5) years of parks operations experience.
- Experience with Microsoft Office, Cityworks, Tyler, Legacy, and Rec 1.
