Job Summary

Supports, maintains, and troubleshoots the City's enterprise network, server, and telecommunications infrastructure. This role ensures the reliability, security, and performance of systems that support citywide operations, including public safety, utilities, and general government services. Responsibilities include administering virtual and physical servers, managing network hardware and connectivity, monitoring system health, and responding to incidents and service requests. Works closely with internal departments and external partners to deliver stable, secure, and efficient technology services.

Essential Job Functions
  • Designs, installs, configures, and maintains enterprise servers, virtualization platforms, storage systems, and core network infrastructure to ensure high availability, security, and performance for City operations.
  • Performs daily administration of network and server environments, including monitoring, troubleshooting, backups, patching, firmware updates, capacity planning, and preventive maintenance.
  • Manages system software, server operating systems, directory services, VoIP systems, camera systems, and other enterprise applications supporting municipal departments.
  • Implements and enforces cybersecurity practices by applying security controls, monitoring threats, managing access, and following established policies, procedures, and compliance requirements.
  • Participates in evaluating and selecting hardware, software, cloud services, and network solutions; provides recommendations based on technical requirements, security considerations, and cost-benefit analysis.
  • Diagnoses complex issues involving interoperability between servers, networks, applications, telecommunications, and user workflows; works collaboratively to restore service and prevent recurrence.
  • Creates and maintains accurate technical documentation including network diagrams, system configurations, backup procedures, and compliance-related records.
  • Provides timely support for incidents and service requests; participates in an after-hours on-call rotation and responds to emergency issues as needed.
  • Demonstrates regular, reliable attendance and commitment to City service standards.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor's degree in Computer Science or a similar field of study plus at least (2) years of related experience; or an Associate's degree in Computer Science or a similar field of study plus at least four (4) years of related experience; or an equivalent combination of related education, experience, certification, and training may also be considered.
  • Experience supporting municipal government applications is a plus.
Knowledge, Skills & Abilities

Knowledge of:
  • LAN/WAN design, system and network administration, routing/switching concepts, and enterprise infrastructure support.
  • VoIP systems management, implementation, and troubleshooting.
  • Cloud platforms and services, including Microsoft Office 365 administration, security, and integration with on-premises systems.
Ability to:
  • Operate, install, maintain, configure, and troubleshoot a variety of highly technical computer equipment and peripherals.
  • Present ideas in business-friendly and user-friendly language.

Licenses, Certifications & Special Requirements

Licenses:
  • Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
Special Requirements:
  • On-call technical support is required on a rotating basis for all systems; must be able to respond and escalate within posted time constraints.
  • Must be able to access Texas Criminal Justice Information Services (CJIS) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
Certifications:
  • Additional certifications such as Cisco, Palo Alto, Microsoft, and/or VMWare are a plus.
Certificate Pay Program:
  • The City of Bryan IT Department provides a Certificate Pay Program (CPP). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
  • The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services.
  • Receive up to $450/month in certification pay for qualifying certificates. (Ex: Network+, Security+, Tableau Desktop Specialist, etc.)
  • Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.


Physical Demands

Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment to regularly lift, carry, and/or move up to 25 pounds.

Working Conditions

Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.

Occasional outdoor fieldwork is required. There is exposure to inclement weather, temperature extremes, moving mechanical parts, electrical hazards, noise, vibration, dust, fumes, odors and/or other irritating airborne particles.

Equipment

Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

Equipment may include but is not limited to: computers (desktops/laptops/tablets), monitors, printers, phones (desktop and mobile), copiers, scanners, fax machines, city vehicles, and various other office/computer related tools and equipment.
