How you make a difference in this role:

The TDOC Communications Officer plays a critical role in managing and maintaining the Departments web presence, ensuring that all digital platforms are secure, accessible, accurate, and user-focused. This position is responsible for overseeing web content strategy and performance within Adobe Experience Manager (AEM), ensuring full compliance with ADA mandates, Section 508, and WCAG 2.1 AA accessibility standards. While prior experience with Adobe Experience Manager (AEM) is preferred, training will be provided for qualified candidates with demonstrated web development experience in other platforms or content management systems. TDOC encourages applicants with strong technical and creative skills to apply, even if they have not previously worked in AEM. The TDOC Communications Officer plays a critical role in managing and maintaining the Departments web presence, ensuring that all digital platforms are secure, accessible, accurate, and user-focused. This position is responsible for overseeing web content strategy and performance within Adobe Experience.

Job Overview:

Serving as both the Departments primary web administrator and digital accessibility champion, this role ensures TDOC websites (intra- and internet sites) serve as trusted gateways for citizens, staff, and stakeholders, while aligning with statewide standards, security policies, and communication goals. Key Responsibilities Website Management & Governance Administer and maintain TDOC websites (intra- and internet sites) within Adobe Experience Manager (AEM), ensuring all information is accurate, timely, and aligned with statewide communication and branding standards. Develop, test, and maintain web templates, components, and workflows in compliance with state digital and accessibility standards. Enforce statewide security, privacy, and accessibility policies to maintain public trust and legal compliance. Coordinate content publication with Communications, statewide STS, and program staff to ensure consistent, citizen-focused messaging.

Key Responsibilities:

  • Serve as the Departments Subject Matter Expert (SME) on digital accessibility and ADA compliance.
  • Ensure all TDOC websites, applications, documents, and media meet WCAG 2.1 AA and Section 508 accessibility standards.
  • Lead accessibility audits, track remediation progress, and maintain documentation of compliance activities.
  • Establish and maintain accessibility procedures that define requirements, thresholds for noncompliance, and clear steps for remediation.
  • Develop and deliver accessibility awareness and training to staff and content contributors.
  • Partner with the Communications Division and STS to review and update accessibility best practices for websites, applications, social media, and multimedia content.
  • Provide technical guidance to ensure new content, PDFs, and visual assets meet accessibility criteria.
  • Technical Oversight Serve as TDOCs AEM platform expert and liaison with Strategic Technology Solutions (STS), IT Planning & Governance, and external vendors.
  • Troubleshoot issues, coordinate system upgrades, and assist with CMS integrations, analytics tagging, and data flow.
  • Stay informed about AEM updates, web standards, and state digital policy changes.

Minimum Qualifications:

  • Analytics & Continuous Improvement Use Adobe Analytics and Google Analytics to monitor website usage, performance, and engagement.
  • Prepare reports and briefings for TDOC leadership highlighting trends, compliance status, and recommendations for improvement.
  • Recommend and implement enhancements to improve usability, SEO, accessibility, and service delivery.
  • Collaboration & Communication Coordinate closely with TDOC Communications members, other TDOC divisions, and statewide STS as needed.
  • Participate in statewide working groups and accessibility governance bodies as required.
  • Facilitate meetings to convey updates, share best practices, and receive feedback from divisions.
  • Support department-wide digital initiatives that improve transparency and public engagement.
  • Required Bachelors degree in information technology, Web Development, Digital Communications, or a related field (or equivalent experience).
  • Demonstrated experience managing and maintaining websites in Adobe Experience Manager (AEM) or a comparable enterprise CMS.
  • Knowledge of web accessibility, including Section 508, WCAG 2.1, and ADA compliance principles.
  • Working understanding of HTML, CSS, and web usability standards.
  • Ability to manage projects, coordinate stakeholders, and deliver results in a deadline-driven environment.
  • Experience in government or public-sector organizations.
  • Familiarity with Adobe Marketing Cloud tools (Analytics, Target, Campaign) or similar analytics platforms. Experience conducting or leading digital accessibility training and remediation efforts.
  • Professional accessibility certification (e.g., CPACC, WAS, CPWA, or equivalent). Strong written and verbal communication skills, attention to detail, and commitment to service excellence.
