Description:

We are seeking a highly experienced business analyst to assist DPH with development of a Request for Proposal (RFP) for a new Syndromic Surveillance (SyS) System, as well as evaluation of responses to the RFP. The candidate should have prior experience with RFP development, preferably in Health and Human Services within the government sector. For more information, see the attached SOW.

The business analyst will work closely with the DPH SyS staff and BITS technical staff on this initiative.

1. Scope of Services
• Document business requirementsof new SyS solution

o Document capabilities of current SyS solution at DPH

o Document current unmet SyS needs

o Document SyS solution standards and federal expectations

o Document emerging and future needs

o Document nonfunctional (e.g., technical, legal ... etc.) requirements
• Develop draft RFP
• Receive and understand RFP template from DAS Contracting.
• Write RFP introduction
• Incorporate business requirements into RFP
• Add administrative and management requirements
• Develop evaluation criteria

2. Preferred Qualifications
• Experience developing requests for proposals (RFP's) and experience evaluating RFP responses
• Experience gathering business requirements for software systems
• Strong written and verbal communication skills in English
• Prior experience working with Federal, State, or Local Government
• Prior experience supporting Public Health or a Health and Human Service Agency
• Industry Business Analysis certification a PLUS (PMI-BA, IIBA-CBAP, etc.)
