Riverside County for the Riverside University Health System (Behavioral Health) is seeking a dedicated Clinical Therapist II to join our team in providing critical support to the department and its operations. This role will involve training new department staff and contractors, conducting reviews and reports on all Mental Health (MH) county clinics and contracted providers, handling consumer appeals and grievances, providing technical assistance with the Electronic Health Record (EHR) system, and assisting in the correction of errors caused by staff when using the Electronic Medical Records System (ELMR).

Key Responsibilities:
  • Training and Development:
    • Assist with the training of new staff and contractors within the department.
    • Provide ongoing educational support to ensure that all team members are proficient in current clinical and administrative processes.
  • Reviews and Reports:
    • Conduct thorough reviews of all county MH clinics and contracted providers.
    • Compile detailed reports of findings and recommendations for improvements, ensuring compliance with regulations and best practices.
  • Appeals and Grievances:
    • Manage and address consumer appeals and grievances, ensuring timely and thorough responses.
    • Advocate for consumers while maintaining compliance with policy and procedure.
  • EHR and System Support:
    • Offer technical assistance and troubleshooting for staff using the Electronic Health Record (EHR) system.
    • Provide guidance in correcting errors in the Electronic Medical Records System (ELMR) caused by user mistakes, ensuring data accuracy.
For this recruitment, some positions are eligible for a 10% DTR. At any time, this differential can be removed.

The Clinical Therapist II is the journey and licensed level of the Clinical Therapist series. Positions in this class include the Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC). The Clinical Therapist II class has responsibility for performing, within the scope of licensure, a full range of psychotherapy and counseling for individual consumers, couples, families, and groups exhibiting a variety of mental health and related disorders in a clinic or institutional setting. Assignments range from average difficulty to very complex and may include serving in a lead capacity over other mental health treatment staff.

EXAMPLES OF ESSENTIAL DUTIES
• Interview consumers, relatives, and other involved persons to gather personal and social data relevant to assessing mental or emotional disorders.
• Develop service plans with consumers; evaluate psychological, economic, vocational, educational, physical, health, socialization, and housing needs.
• Coordinate with other staff members (psychiatrists, psychologists, and other program staff) and community agencies in carrying out and designing treatment or rehabilitation plans.
• Assist consumers and other concerned individuals in understanding the nature of major psychological illnesses and their psychosocial effects.
• Assist consumers and their families in understanding and choosing options of mental health treatment.
• Initiate and conduct individual, collateral, group, and family therapy sessions.
• Establish and maintain effective contact with local area mental health resources, including community members, parents, schools, residential facilities, and other agencies/organizations.
• Perform specialized tasks including involuntary hospitalization procedures (5150) and Tarasoff assessments.
• Participate in mental health conferences and local area committees.
• Prepare reports and write correspondence.
• May provide guidance to volunteers and staff.
• Act as a casework consultant to other clinical therapists and other departmental staff.
• Licensed level, within the scope of licensure, may provide clinical supervision to unlicensed clinicians.
• Coordinate clinical decisions in response to operational demands.
• Conduct clinical discussions regarding complex or difficult cases.
• Respond to emergencies, within licensure, which may occur on the unit.
• Coordinate the flow of information and clinical data to ensure continuity in treatment or shift.
• Serve as liaison with other sections, units, services, and agencies.
MINIMUM QUALIFICATIONS

OPTION I

License: Possession of a license to practice as a Clinical Social Worker, Professional Clinical Counselor, or Marriage and Family Therapist issued by the California State Board of Behavioral Sciences.

OPTION II

Candidates recruited from out-of-state must possess an out-of-state license to practice as a Clinical Social Worker, Professional Clinical Counselor or Marriage and Family Therapist. Individuals hired under this option shall obtain their license to practice as issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.

BOTH OPTIONS

Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below:

1. Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy; or a named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family, and child counseling; or couple and family therapy;

2. No less than 500 hours of documented supervised experience working directly with couples, families, or children; and

3. A minimum of six hours of continuing education specific to marriage and family therapy, completed in each license renewal cycle.

BOTH OPTIONS

Knowledge of: Psychological aspects of physical and emotional disturbances and mental deficiencies; characteristics of emotional and mental disorders including their effect on the individual in the community; mental health local community resources and community support systems; principles of clinical interviewing and methods of recording consumer information; individual licensing law and the scope of professional practice governed by the same; laws, rules, and regulations of publicly operated health and welfare programs; principles and techniques for making psychosocial assessments.

Ability to: Effectively apply the principles and techniques of clinical therapy, including a variety of treatment modalities; analyze consumer behavior and apply treatment or counseling techniques in a coordinated care social rehabilitation environment; speak and write effectively; provide crisis intervention; prepare clear and concise reports and interpret data; work effectively with a multicultural consumer and family population with diverse backgrounds and needs; establish and maintain effective working relationships with consumers, their families, other staff members, and mental health organizations/ agencies; provide work direction and training to staff; establish and maintain effective working relationships with other professionals and to work as part of a multidisciplinary team; communicate the goals and objectives of the County's mental and behavioral health services to members of the community and other interested individuals; consult with and assist in the professional development and supervision of unlicensed clinical therapists, within the scope of appropriate licensure, and other mental health support staff.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:
Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.
Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
