Position Details
Responsible for planning, organizing, directing and supervising of the District-wide worker's compensation and safety programs including a variety of professional duties relating to the administration of safety, property, liability and worker's compensation in accordance with the law and to plan, develop, analyze, recommend, implement or supervise associated programs.

Essential Functions - Typical Duties

  • Administer the self-insured, self-administered worker's compensation program.
  • Plan, develop, analyze, recommend, implement and supervise the District's worker's compensation, employee and pupil safety, loss control, medical cost containment, accident investigation, compliance with OSHA Safety Orders and other related programs, both insured and self-insured.
  • Perform research in the area of safety/worker's compensation, analyze data, recommend policies, regulations and operational procedures pertaining to the District's safety/worker's compensation programs.
  • Implement the worker's compensation electronic data transfer system.
  • Review and research current legislation relating to safety and worker's compensation.
  • Coordinate District's disaster drills and coordinates District's
    Annual Safety In-services.
  • Provide counsel, advice and training to operational units concerning safety and risk management, worker's compensation and liability issues.
  • Plan, develop, implement and maintain programs designed to promote safe working conditions and reduce loss experience.
  • Plan, develop and implement the District's Ergonomic Program.
  • Plan, implement, coordinate or supervise inspection of District facilities for compliance to safety statutes and regulations.
  • Maintain liaison with administrators, employee groups, insurance carriers, rehabilitation vendors, attorneys, governmental agencies and others to obtain and impart information relating to claims and loss control functions.
  • Coordinate playground upgrades (purchase and installation of new equipment).
  • Coordinate the District Chemical Hygiene Plan. Coordinate the District Business Plan with the County Hazardous Material Division.
  • Coordinate the Health Schools Act with the Department of Pesticide Regulation to implement the District's Integrated Pest Management program.
  • Assessment and recommendations regarding resolving Indoor Air Quality problems.
  • Represent the District at the JPA Risk Management and Executive committees.
  • Represent the District at the Worker's Compensation Appeals Board.
  • Represent the District as needed at the JPA Property & Liability and other committees.
  • Assist in resolving Americans with Disabilities issues.
  • Coordinate potential fraud cases with the District Attorney's office.
  • Responds to emergencies during off hours.
  • Supervises and evaluates all Safety/Risk Management personnel.
  • Performs other duties as assigned.
  • Oversees the implementation of the collective bargaining agreements for certificated and classified employees as they relate to personnel supervised.
Minimum Qualifications - Education and Experience
License/Certificates/Experience:
  • Bachelor's degree in related field safety, workers' compensation or a closely related field.
  • Professional certification in industrial safety, industrial hygiene, workers' compensation, risk management or a closely related field.
  • Minimum 2 years' experience in supervision of a self insured Workers' Compensation program.
  • Experience with analytic tools (Predictive Modeling) to identify high exposure claims.
  • Demonstrated ability to learn and understand a variety claims and administrative systems.
  • Juris Doctor or Equivalent Degree (Preferred).
  • Excellent communication skills, the ability to work with various levels of management, strong analytical skills, detailed oriented, and the ability to work independently as well as within a team setting required.
  • Possession of a valid and appropriate California driver's license. Insurability by District liability insurance carrier may be required. May be required to provide own transportation to sites during workday.
  • Possession of a California State Certificate to administer claims for self-insured.
  • Associate Risk Management Designation required equivalent.
