Overview

The Vermont Department of Health is currently seeking to hire a Public Health Analyst II in the Research, Epidemiology and Evaluation Unit, Health Statistics and Informatics Division. Working with the Research, Epidemiology and Evaluation Unit and COPD program, this analyst will be responsible for analyzing data related to 1) the health of incarcerated individuals and 2) chronic obstructive pulmonary disease (COPD) in Vermont for the purposes spreading information and awareness of these public health issues and provide learning opportunities related to them among public health and health care practitioners, as well as other diverse community partners/audiences.

The analyst conducts statistical analyses at a professional level, involving complex epidemiological analyses. Duties include selection of statistical and epidemiological methodology, data analysis, performance measure monitoring, data visualization, report preparation and presentations. This analyst is expected to independently: conduct epidemiological analyses of public health and demographic data; provide interpretation of data; write reports, summaries and briefing documents; give data-related presentations; respond to internal and external data requests; provide technical assistance regarding the utility and meaning of the data; and support annual grant writing and reporting. Performs other duties as requested.

Applicants should have a strong interest in qualitative data collection and analysis, improving data quality, producing accessible data reports, and understanding community/population health needs and challenges. They should be an independent worker motivated to become the Department's subject matter expert in population-level carceral health-related public health data and COPD surveillance to investigate and creatively use the data sources available to understand populations at high risk and effectiveness of programmatic activities. Interested applicants must submit a resume or CV and cover letter describing relevant educational and work experience to demonstrate alignment with this position.

The position operates under the Research, Epidemiology and Evaluation Unit Chief and the Health Promotion and Disease Prevention Analytic Team Lead. All analysts are expected to work on multiple teams, including the Unit, the Health Promotion and Disease Prevention Analytic Team, the programs they support and special topic workgroups. Expertise in Microsoft Office and statistical analysis software (SAS, R, or SPSS) is required. Contact with community partners, VDH program staff, and other key partners will also be required. This opportunity is full-time, based in Waterbury, VT and is supportive of a hybrid work schedule, with a minimum of 3 days a week in-person in Waterbury, VT required.

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND one (1) year or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND two (2) years or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Associate's degree in public health, health, scientific or informatics field AND four (4) years or more of experience in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Preferred Qualifications

Preference will be given to candidates who possess:

  • Quantitative analysis experience, including complex sample analysis;
  • Experience with state-level, population-based health surveillance;
  • Development of outcome measures;
  • Competence in analyzing and solving complex and difficult problems;
  • Superior oral and written communication skills, including competence in explaining statistical and qualitative data to program managers as well as diverse audiences with varying skills and experience using data;
  • Flexibility and adaptation in working with different teams and managing many different projects at once.
  • Ability to integrate into multidisciplinary teams effectively;
  • Proficiency with statistical software, including SAS, R, or SPSS.
  • Experience with epidemiological study design and literature review.
  • Experience with qualitative data collection and analysis.
