Location: Hybrid - Lansing, MI Office
Purpose:This position will serve as the Housing Opportunities for Persons with AIDS (HOPWA) program specialist, and is responsible for providing oversight, information, tools, policy guidance, and other support to the Michigan Department of Health and Human Services Housing and Homeless Services Division. The specialist will be responsible for monitoring and supporting the efforts of MDHHS' sub-recipients delivering services through HOPWA funding. This position will work collaboratively with the NDHHS Bureau of HIV and STD Programs to develop integrated training, funding support, and date management.
Duties and Responsibilities:- Serve as subject matter expert on HOPWA.
- Develop and monitor progress in meeting project objectives and performance measures.
- Work with multiple Divisions within MDHHS to coordinate information sharing, develop and deliver education and technical assistance support on HOPWA.
- Collaborate with MDHHS Bureau of HIV and STD programs to develop integrated training, funding support and data management.
- Participate in homeless and housing-related training and conferences.
- Participate in HIV/AIDS related trainings and conferences.
- Complete and issue a HOPWA program manual.
- Work in conjunction with Housing and Homeless Services finance, contract, and HMIS staff to review and approve HOPWA expenditures, track annual allocation and spending; develop annual contract applications; track data quality and program outcomes.
- Conduct site visits and annual monitoring with HOPWA sub-recipients.
- Meet HUD expectations for annual reporting requirements and represent Housing and Homeless Services in interactions with HUD's Office of HIV and Housing, and the HUD field office on HOPWA related activities.
- Maintain a positive, strong, credible, professional, and interpersonal relationship with all parties relevant to MPHI projects and represent the best interest of MPHI at all times.

Education: A bachelor's Degree in a health or human services related field. Master's degree in public health or human services discipline is preferred.
Experience: At least two years of experience with federal housing or human services grant management required. Experience with homeless programs, and/or HIV/AIDS programs, and/or permanent supportive housing programs is preferred. Demonstrated experience supporting sub-recipients or grantees with adhering to program requirements required.

Work Environment and Physical Requirements: May require limited in-state travel; occasionally overnight. Requires a valid vehicle operator's license and access to a vehicle to attend off-site meetings, conferences, and training. This position will be in the Lansing area.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position is a member of the MDHHS Housing and Homeless Services staff but will work collaboratively with the Bureau of HIV and STD Programs. The position is responsible for assisting with projects as indicated and will be collaborating with additional programs within MDHHS.
