The ideal candidate is a DC Resident with 16+ years of total experience in Information Technology, 10+ years of experience with Project management, and the analytical skills to work on a mid-large scale IT project with a particular focus on the Change Management. Bonus points for experience using project tracking tools such as JIRA and SharePoint.

Position Description: This position is housed under the Department of Health Care in direct support of the DC Access System (DCAS) division. DCAS is looking for a OCM Lead/Implementation to support the Organizational Change Management Program Manager. The OCM Lead will be responsible for collaborating directly with project managers and stakeholders to meet implementation goals.

Position Responsibilities:
  • Participate in the hand-off of post-production fixes and enhancements planning for subsequent mini releases.
  • Monitor and evaluate postproduction service level results and client satisfaction.
  • Identify and mitigate implementation risks.
  • Help lead the change management process with respect to the DCAS initiatives, identifying and supporting change and encouraging enthusiastic followers.
  • Provides leadership in the development of the governance framework for implementation including the oversight mechanisms to identify gaps between regulatory expectations/requirements and possible areas of deficiency.
  • Promptly resolve barriers to progress, including resource contention, conflicting priorities, and scope issues to meet time commitments.
  • Provide support and oversight to OCM Program Manager with Tier1 Call-Center.
  • Troubleshoots problems.
  • Ensures project life cycle is following District standards and procedures. Minimum Education/Certification Requirements: bachelor's degree in information technology or related field or equivalent experience.
  • Coordinates IT project management, engineering, maintenance, QA, and risk management.
  • Plans, coordinates, and monitors project activities.
  • Develops technical applications to support users.
  • Develops, implements, maintains and enforces documented standards and procedures for the design, development, installation, modification, and documentation of assigned systems.
  • Provides training for system products and procedures.
  • Performs application upgrades.
  • Performs, monitoring, maintenance, or reporting on real- time databases, real-time network and serial data communications, and real-time graphics and logic applications.
  • Troubleshoots problems.
  • Ensures project life cycle is in compliance with District standards and procedures.
Minimum Education/Certification Requirements:

  • Experience in Information Tech Project management and analytical skills on a mid-large scale IT project with a particular focus on the Change Mgmt.
  • Experience designing job aids and training scripts for both external and internal audiences.
  • Experience in Business Process Design and analytical skills.
  • Proven ability to design and execute communication plans and work with internal and external staff in a diverse multi-tiered environment.
  • Experience with designing and implementing an accurate metric measuring system to gauge acceptance and knowledge of training sessions and manuals.
  • Experience in efficiently utilizing the Microsoft Office suite, especially (Power Point, Excel, Word; Visio)
  • Training lead role, working as the liaison between stakeholders in the design and development of computer system and policy training presentation material.
  • Exp. developing, maintaining and administering online learning, stand-up training and knowledge transfer through other methods.
  • Exp. producing and editing written documentation where appropriate for online learning, stand-up training and knowledge transfer.
  • Experience in efficiently utilizing the Microsoft Office suite, especially (Power Point, Excel, Word; Visio, Camtasia, Captivate, Articulate)
  • Experience producing and editing written documentation where appropriate for online learning, ILT sessions and knowledge transfer.
  • Experience using project tracking tools such as JIRA and SharePoint.
  • Experience designing process flows.
  • 16+ years of experience. Coordinates IT project management, engineering, maintenance, QA, and risk management.
Minimum Education/Certification Requirements:
  • Bachelor's degree in Information Technology or related field or equivalent experience;
  • A current Project Management Professional Certification is highly desired
