The County of Riverside's Flood Control District seeks an Associate Civil Engineer who will be assigned to the Federal Projects Section or Operations Engineering Section, located in Riverside.

Under minimal direction, the Associate Civil Engineer will perform varied and difficult flood control engineering work in the Federal Projects Section. Typically, the District serves as the U.S. Army Corps of Engineers' (USACE) local sponsor on congressionally authorized flood hazard mitigation projects and is responsible for obtaining the necessary lands, easements, utility relocations, and rights-of-way for each project, as well as assuming responsibility for project operation and maintenance upon completion. The Federal Projects Section serves as the District's liaison with the USACE Civil Works Program. Federal Projects staff represent the District at project coordination and status meetings; review studies and reports; review USACE engineering drawings; and ensure that the District's and other local agency interests are maintained.

The incumbent may also perform varied and difficult flood control engineering work in the Operations Engineering Section. The District operates a network of flood control facilities consisting of more than 420 miles of storm drains, open channels, and levees, as well as nearly 40 dams and detention basins. This position is tasked with a variety of responsibilities related to the safe operation of the District's facilities. Duties may include, but are not limited to, inspecting existing flood control facilities; coordinating maintenance activities; designing repair plans; coordinating construction efforts; managing consultant-designed projects; and reviewing proposed flood control drawings. Incumbents may also supervise or train employees in lower classifications and non-engineering staff within these roles.

This position offers a flexible schedule with the opportunity to telecommute one day per week after the training period. Please note that this is offered at the department's discretion and is subject to change.

Meet The Team

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.• Assign work, give instructions and resolve difficult engineering and administrative problems in connection with directing the work involved in the planning, design and construction of highways, sanitary landfills, flood control and drainage structures, or review and approval of structural or grading plans.

• Direct the activities of a group of office engineering personnel in analyzing field data and preparing plans, profiles, maps, and related drawings necessary for construction work.

• Make or review stress analyses of structures such as bridges and hydraulic structures; perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures.

• Review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.

• Assist and advise permit applicants in engineering and technical structural or grading problems; assist and participate in the in-service training programs of building inspectors and engineering technicians relative to grading and structural inspections.

• Supervise the preparation of structural drawings; prepare specifications and related contract documents to be used in advertising construction projects for bids.

• Provide technical information to officials of other governmental jurisdictions, other engineers and the public.

• Work with public utility companies in matters of facility relocation and right-of-way.

• Supervise the maintenance of the necessary records pertaining to survey and construction progress, job expenditures, budget programs, and work order balances; supervise the preparation of requests for change orders.

• Supervise the preparation of progress pay and final estimates on contracts.Education: Bachelor's degree in civil engineering.
Experience: Two years of professional civil engineering experience, including one year in one or more of the following areas:

  • The planning, design, and construction of projects such as:
  • Flood control facilities including storm drains, channels, basins, dams and levees.
  • Stormwater recharge facilities such as groundwater / infiltration basins.
  • Stormwater treatment facilities such as infiltration basins, biotreatment, bioretention,
  • Experience planning, designing and constructing highways, freeways, sanitary sewers and/or water pipelines may also be considered.
  • Performance of engineering studies / analyses related to the above types of projects/facilities.
  • The detailed review (plan check) and approval of engineering studies and plans related to the above types of projects/facilities.
  • Engineering, construction or project management for regional infrastructure projects/facilities

License: Possession of a valid certificate of registration as a Civil Engineer (PE) issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists.

Desired Qualifications:
  • Three years of professional engineering experience with one year in the above referenced areas.
  • Experience leading and organizing teams of people involved in the planning, design, review and approval of public works projects.
  • Direct experience performing (preferred) or reviewing hydrology studies, hydraulic analyses, floodplain analysis, structural design, plan/drawing preparation, specification writing, bid document writing, construction contract administration, and/or inspection of public works facilities.
  • Knowledge and use of various engineering software including HEC-RAS, HEC-HMS, WSPG, Inroads, Civil3D, CivilD, Flo-2D, or other Hydraulic, Hydrologic, Structural design software.
  • Ability to understand and interpret legal property descriptions, property maps, and the various legal instruments and agreements connected with real property actions.
  • Knowledge of Operations and Maintenance (O&M) manuals and activities for new and existing facilities
  • Knowledge to determine the unit of measurement (Lump Sum, Cubic Yards, Lineal Feet, Each, etc.) and the estimated quantity of material necessary to complete that item of work
  • Project Management experience with other government agencies/partners
  • Ability to effectively manage multiple projects at any given time.
Knowledge of: The fundamentals of civil engineering, including mathematics and physics as applied to engineering of the above types of facilities. Knowledge areas should include one or more of the following:
  • Hydraulic analysis and design
  • Hydrology (rainfall / runoff)
  • Topographic mapping and surveying
  • Construction processes and methods
  • Structural design/analysis of reinforced concrete
  • Environmental permitting and CEQA (California Environmental Quality Act).
Ability to: Independently perform the full scope of public works engineering with full responsibility for any combination of:
  • Preparation of plans, reports, quantities/cost estimates, and specifications.
  • Review engineering plans from internal and external stakeholders.
  • Construction Inspections vital for the complete construction/repair of District maintained facilities
  • Supervise / review the work of subordinate engineering personnel and non-engineering staff
  • Establish and maintain cooperative working relationships with District personnel, consultants, contractors, and all members of the public.
  • Effectively communicate in person, over the phone, and in writing (reports/emails/etc.)
