Position Overview
The Business Analyst (Contract) will support two divisions within the agency in identifying, executing, and completing continuous improvement projects to enhance operational efficiency, accuracy, and security. This role involves analyzing business processes, developing standard operating procedures (SOPs), and coordinating system improvements in collaboration with technical teams. The position handles confidential information and requires successful completion of a background investigation.
Responsibilities
- Lead and manage continuous improvement projects across two divisions, ensuring equitable time and effort distribution.
- Identify, prioritize, and implement process improvements that optimize efficiency, accuracy, and compliance.
- Develop comprehensive documentation, training materials, and standard operating procedures (SOPs) for existing and redesigned business processes.
- Analyze internal controls and provide recommendations to remediate process gaps and mitigate risks.
- Collaborate with technical teams to design or enhance tools, workflows, and reporting systems within platforms such as Excel, SharePoint, Power BI, ServiceNow, KAPS, and Revenue Premier.
- Conduct quality assurance testing and support the transition of processes to new applications or systems.
- Deliver at least two major projects per division during the contract period, including:
- written project proposal with measurable objectives or performance metrics.
- finalized SOP with detailed procedural documentation.
- close-out report analyzing outcomes, risks, recommendations, and opportunities for continued improvement.
- Bachelor's degree in Business Administration or a related discipline from an accredited four-year college or university.
- Minimum of 3 years of experience in projects involving business process analysis, documentation, or reengineering.
- Strong analytical, organizational, and communication skills.
- Experience handling confidential data and working collaboratively in a hybrid or government setting.
- Minimum of 3 years of experience serving as a Project Manager or in a role managing complex initiatives with measurable outcomes.
- Active professional certification such as CBAP, PMI-PBA, CAPM, or another relevant credential.
- Demonstrated experience in developing process documentation, performance metrics, and process improvement reports.
- This position is telework eligible but will require periodic on-site presence in Annapolis and Baltimore.
- background investigation conducted by the Comptroller of Maryland (COM) will be required prior to placement.
