SUMMARY
Under general supervision of the Program Administrator, the Family Advocate Supervisor is responsible for the implementation of the ERSEA, Child Health and Developmental Services, Child Health and Safety, Child Nutrition, Child Mental Health, Family and Community Partnerships, Program Governance, and Disabilities Services components per ACFY Performance Standards and program policies and procedures. The Family Advocate Supervisor promotes, in conjunction with other Early Head Start staff, active parent engagement in the Early Head Start Program and community and assists the parents in assuming the primary responsibility for the welfare of their family. Responsible for the direct supervision and coaching of Family Advocates and assumes a direct-service caseload for one classroom at the Sarah's Hope site.

PRIMARY DUTIES

Supervisory Responsibilities
  • Directly supervise and coach Family Advocates
  • Ensures that effective family partnership agreements are completed to address individual family needs.
  • Maintains accurate and updated family files for each child enrolled in the Early Head Start program.
  • Participate in the implementation of Parent Orientation and the annual Self-Assessment process
  • Utilizes the MHS and Brightwheel data management systems input data, enroll, document, and track services to children and families.
  • Submit required reporting to Maryland Family Network according to the appropriate timelines.
  • Participates in the completion of the annual Program Information Report (PIR)
  • Communicate and train Family Advocates to ensure compliance with program policies and on time completion of tasks.
  • Assists in the review of each child's nutrition needs, including identifying special diets/allergies and restrictions and in the evaluation of the information collected and follows up with staff or parents abt treatment plans as appropriate.
  • Ensure that Family Advocates assist parents in the completion of the Family Strength and Needs Assessment to determine family strengths and identify goals that parents wish to work on while in the Early Head Start program.
Data & Compliance
  • Develop and implement policies and activities designed to meet the social service, parent involvement and ERSEA objectives and performance standards for Early Head Start
  • Conduct formal and informal audits of component data to ensure accuracy.
  • Coordinates and tracks the enrollment, recruitment, and selection of all children into the program; maintains a waitlist for families as necessary.
  • Assists in the Selection Process and placement of children into the Early Head Start program.
  • Maintains accurate and updated individual health records on all Early Head Start children, manually and electronically
Family Caseload
  • Comply with policies, procedures and activities designed to meet the social service, parent involvement and ERSEA objectives and performance standards for Early Head Start.
  • Verify and collect eligibility documents from parents
  • Ensure that paper documents are accurate and complete and that all required information is properly uploaded on the appropriate databases
  • Support parents in getting required health documents and engage in barrier removal, as necessary
  • Conduct at least 2 home visits for enrolled families
  • Plan and execute activities to engage and support parents, using information from the Family Strengths Assessment to guide resources and interventions
  • Maintain records of all families in accordance with St. Vincent De Paul and MFN standards.
  • Meet all requirements for collection of statistical materials needed by St. Vincent De Paul and MFN.
  • Work cooperatively with Child Development Specialist to support EHS Center operations and service delivery.
  • Provide coaching as needed to parents around parent-child issues and/or interpersonal difficulties
SECONDARY DUTIES
  • Serves as a member of the Early Head Start Management Team and as such, provides leadership to center staff as requested by the Program Administrator.
  • Attends all required training through the recipient (MFN), the agency (SVDP) and/or the program.
  • Orients parents of their rights, roles and functions as a part of program governance, including training parent representatives for participation in policy committee and council and developing advocacy skills for their child and families.
  • Supports the Program Administrator with monthly meetings and the governance component
  • Ensure that Family Advocates act in compliance with Head Start Program Performance Standards (HSPPS) and SVDP's Policies & Procedures
  • Works with staff in involving parents in all aspects of Early Head Start, including education, health and social service components and educates them to parents' roles and needs.
  • Is responsible for identifying community partners and scheduling required preliminary health screenings of all Early Head Start children.
  • Ensures Family Advocates have nutrition assessment information (growth assessment and health history) for each child enrolled in Early Head Start.
  • Hold all employee and company information confidential.
  • Other Responsibilities - Any other special projects or assignments requested by management.
QUALIFICATIONS
  • Bachelor's Degree in Human Services or related field, required.
  • 3 years' experience in Early/Head Start, required.
  • Experience with program evaluation with the ability to plan, analyze and interpret data.
  • Strong organizational skills, including the ability to coordinate several projects simultaneously.
  • Excellent written and verbal communication skills.
  • Proficiency in word processing, spreadsheet, and Windows based computer operations, as well as using the Internet.
  • Excellent verbal and interpersonal communication skills with very good public speaking abilities.
  • Access to an automobile, Maryland Driver's License, and willingness to visit outside groups or travel to other destinations in the area to advance, promote, or generate support for Early Head Start.
  • A strong understanding and interest in the work of SVDP and genuine empathy for clients of SVDP programs.
  • Willing and able to work a flexible schedule, including occasional weekends, evenings, or holidays, in order to supervise operations, attend meetings or events, or resolve an emergency.
  • Ability to relate in a courteous, comfortable, non-judgmental manner with persons from all ethnic, socio-economic, and religious backgrounds.
  • Understanding and respect for confidentiality.
  • Desire and ability to work as a team member
