Voyatek is seeking applicants to occupy the position of Level 2 Specialist within our team NYS Integrated Eligibility Systems located in Albany, NY. This position is a 15 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities:

The Integrated Eligibility System (IES) Program is seeking a BI & Data Visualization Specialist (Power BI/Tableau) to support the development and maintenance of dynamic, user-centered dashboards and reports that guide critical decisions in the health and human services space. This role is responsible for transforming raw program and operational data into clear insights through data modeling, interactive reporting, and performance visualizations using both Power BI and Tableau. The specialist will work closely with executive leadership, internal developers, and external stakeholders to ensure IES business objectives are clearly reflected in all reporting tools. A strong understanding of data analysis, user experience, and government program operations (e.g., SNAP, Child Support) is essential to success in this role.

Key Responsibilities:

• Data Modeling - Design build and optimize data models in Power BI and Tableau that support IES program reporting, product reporting or other performance and operational reporting.
• Dashboard & Report Development - Develop intuitive and user-friendly reports and dashboards tailored to program-specific needs
• Data Analysis - Identify trends, performance gaps, and actionable insights using statistical and visual techniques.
• Data Visualization - Translate complex datasets into accessible visual narratives that guide stakeholders in decision-making.
• Stakeholder Engagement - Collaborate with leadership, business users, and external agencies to gather requirements and iterate on deliverables.
• Documentation & Maintenance - Maintain clear documentation, ensure data integrity, and monitor the performance and accuracy of reports over time
• Training & Support - Provide training to district users and leadership teams to promote adoption and interpretation of dashboards
• Troubleshooting - Investigate and resolve issues related to data sources, loading, and visualization logic across the program and other teams.

Qualifications:

1. Level II- Between four (4) and seven (7) years of experience as a Specialist
2. 4-7 years of experience working with both Power BI and Tableau including hands-on development of reports, dashboards, and data models and a demonstrated ability to translate raw data into visually meaningful insights for decision-makers.

Preferred Qualifications:

1. 4-7 years - Proficiency in SQL, including T-SQL, SSRS, Power Query, and data extraction techniques.
2. 4-7 years - Familiarity with Data Analysis Expressions (DAX) and complex calculations in Power BI
3. 4-7 years - Experience with data modeling techniques and relational database design.
4. 4-7 years - Understanding of data warehouse concepts and enterprise-level reporting strategies.
5. 4-7 years - Strong analytical skills with the ability to detect patterns and anomalies in large datasets.
6. 4-7 years - Excellent verbal and written communication skills, especially when presenting data to executive leadership or cross-agency partners.
7. 4-7 years - Experience working in public sector environments or with inter-agency collaboration teams

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $ 75 .00 - $ 85 .00.
