Purpose

This position is accountable to help maintain, provide end user support and configure Information Technology (IT) PMO project management system. Amtrak IT uses Microsoft Project Server (EPM) as its project management tool. This tool also serves as the project team collaboration, reporting, scheduling and planning tool for all technology projects at Amtrak. The tool is used by both IT and non-IT users throughout the organization. The incumbent is accountable for providing support to all users both inside and outside of the IT department. This person is also accountable to help maintain, provide end user support and configure Microsoft SharePoint tool which is both integrated into Project Server (EPM) as part of it's project management tool and as a standalone site. This person must also be a Subject Matter Expert (SME) on all the data and content of the EPM system. They must also be knowledgeable on the PMBOK project management methodologies as this drives the content and data in the EPM system. The IT department also uses EPM as it time accounting system. This feature also requires end user support.

Essential Functions
  • Provide the primary expertise with regard to configuring the Enterprise Project Management tool, MS Project Server/ Enterprise Project Server (EPM) and MS SharePoint.
  • Provide the end user with the support necessary to use the Enterprise Project Management tool, MS Project Server/ Enterprise Project Server (EPM) and MS SharePoint.
  • Establish and maintain the centralized reports and web views for all technology projects and status.
  • Provides PMO tools administrative support function to ensure all information is current and change management of tool is performed accurately and timely
  • Provide end user support for resources using the EPM time accounting function.
  • Maintain excellent interpersonal relationships with all levels of the organization and external vendors
  • Ensuring compliance with business rules and processes required to successfully use the PMO Information system tools.
  • Utilize end user requirements for tool enhancements such as development of new reports or views
  • Test and deploy tool enhancements and reports
  • Provide support to project teams to assist with development, publish and maintaining project schedules in EPM for all projects across the organization.
  • Restore lost or corrupted EPM data including project schedules
  • Provide end user support for EPM, effectively establishing themselves as the PM tool expert for all technology Project Managers and Application Directors
  • Utilizing EPM, provide solutions for Project managers assisting them with improved management of project schedules and resource management
  • Develop and document processes and procedures for use of EPM as related to established PMO best practices.
  • Provide mentoring and train users of the EPM tool on how to manage project schedules and report time for resources onto those schedules
  • Define and develop custom reports using PMIS, SQL, SRS
  • Manage the definition, configuration and roll out of EPM to IT and non-IT departments
  • Creates and publishes Operations Support User Guides for EPM.
  • This person must also be a Subject Matter Expert (SME) on all key data and content of the EPM system. They must also be knowledgeable on the PMBOK project management methodologies as this drives the content and data in the EPM system.

Requirements
  • Bachelor's Degree in Project Management, Accounting, Business Administration, Finance, Economics, Computer Science, Information Systems or an equivalent combination of work experience, training and education.
  • Six years' experience with Microsoft Project 2007/2010 and MS EPM 2007/2010 Enterprise Project Management (EPM) tool
  • Demonstrated ability to administer the EPM tool, SharePoint, and PMO processes
  • Demonstrated ability to generate custom reports from PMIS, SharePoint and SQL Server.
  • Demonstrated ability to configure MS EPM within various types of organizations; including full systems development life cycle and team management
  • Eight plus years of experience in Client /Server and Web Applications using Microsoft Technologies ,.NET framework, SharePoint 2010/SharePoint 2007 and Project server 2010/Project Server 2007.
  • Six to eight plus years' experience in developing web applications using SQL, SSRS, ASP.NET 3.5/2.0/1.1, VB.NET, C#, Java, Visual Studio 2005/2010.
  • Eight years of experience in technology management, analysis and administration.
  • Demonstrated ability to interact with internal and external stakeholders with evidence of willingness and ability to express and protect departmental interests.
  • Demonstrated ability to apply strong analytical skills.
  • Demonstrated effective communicator and writer, able to tailor message to receiving audience.
  • Demonstrated experience managing multiple work efforts simultaneously.
  • Demonstrated experience using MS Project Office Professional and MS Word, Excel, PowerPoint and Visio.
  • Experience successfully implementing MS Project Server (EPM)
Preferred
  • At least eight years of MS EPM tools support experience
  • Project Management certification (PMI, Graduate School Certification or equivalent)Certifications: Microsoft Certified Technical Specialist - EPM, Using MS Project 2010 or Microsoft Certified IT Professional - EPM, MS Project 2010
