Job Description
The trainer is responsible for training newly hired personnel in all income maintenance (Medicaid, Work First, Food & Nutrition, Special Assistance) policies and procedures for both applications, recertification, and case maintenance. This involves instruction in current policy, agency/unit intake procedures, interview techniques, verification procedures, program interoperability, and referral to other agencies. Training of new personnel will take them from their initial exposure to DSS and carry them through the point at which they can conduct thorough client interviews and disposition applications/cases independently with only minor supervision. New employee's work is reviewed according to mandated timeframes and feedback is provided to the Supervisor. Other duties will include quality assurance for the IM Programs. Trainer will conduct second party reviews, as directed, of all Income Maintenance caseworker's completed work regularly to assure that casework is being completed in a timely and correct manner. This will be accomplished by randomly pulling cases from caseworkers, as directed, and completing a second party review on each case that is reviewed.
This position will provide a primary contact for the problem resolution (i.e. troubleshooting) for all programs administered through NC Fast (North Carolina Families Accessing Services through Technology), which specifically includes assuming responsibility for "fixing' complex problems and a where the consequences of such action can have considerable effect on the client. This employee will be involved in resolving client complaints and appeals of actions taken by IMC II staff, analyzing program and system wide issues and offering recommendation for corrective action.
This employee will provide a wide range of tasks in the eligibility determine/redetermindation process which requires an in-depth knowledge of all income maintenance programs and functions. This employee will assist supervisors with second party checking of redetermination cases and complete other redetermination functions.
Knowledge, Skills, and Abilities

Good mathematical reasoning and computational skills, ability to read, analyze and interpret rules, regulations and procedures.
Ability to communicate with clients, the public at large and public officials to obtain data and explain regulations, rules and procedures.
Ability to utilize the available time to organize and complete work within given deadlines

Ability to work under stress.
Proficient computer and data entry skills are required.
Ability to use good judgment and discretion as it relates to interpreting policies and procedures

Ability to communicate in writing clearly and concisely
Ability to communicate effectively with others using the spoken word
Qualifications

Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.

However, anyone who meets the following may apply as a "work against appointment" and will be considered: Graduation from an accredited associate degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science or a closely related curriculum; or graduation from high school and two years of paraprofessional, clerical, or other public contact experience which included negotiating, data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.

ADDITIONAL REQUIREMENTS: Must have valid NC driver's license and reliable transportation. All applicants tentatively selected for this position will be required to submit to a urinalysis to screen for illegal drug use. A criminal record check and a driver's license check will be conducted.

STANLY COUNTY BENEFITS (Full-time Employees)

Employees accrue sick and vacation time each paycheck.

Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Employees receive one (1) personal day per year.

Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.

Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.

Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.

As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.

Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.

RETIREMENT:
Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.

NC 401(k) (Supplemental Retirement Plan):
Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).
Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.

LONGEVITY:
Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
