Description
This position plans and directs the activities of Traffic Engineering; investigates and resolves related problems and public complaints; and performs related duties as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: hearing, mental acuity, speaking, talking, and visual acuity.
Work environment may involve exposure to bright/dim light, dusts and pollen, adverse weather conditions, wetness and humidity, traffic, extreme noise levels, vibration, moving machinery, electrical shock, heights; and involves critical situations that require major decisions involving people, resources, and property.
Essential Job Functions
- Develops and implements division policies and procedures related to traffic patterns;
- Ensures division compliance with applicable federal, state and local laws and regulations, City policies and procedures, and standards of quality and safety;
- Reviews the work of others for completeness and accuracy; evaluates and makes recommendations as appropriate;
- Works closely with Traffic's Division Head to develop the division's annual budget;
- Seeks, secures and administers grant funds for special division projects and programs; prepares related reports;
- Provides for adequate training;
- Designs and implements an effective City traffic control system;
- Conducts and/or oversees the conduct of studies to determine traffic engineering problem areas and potential solutions;
- Works closely with Traffic's Division Head on projects and ensures the availability of necessary equipment, materials and personnel to obtain maximum effectiveness and efficiency;
- Reviews development plans to determine appropriate traffic control requirements;
- Implements neighborhood traffic control programs;
- Reviews and approves driveway permits;
- Inspects division projects for compliance with applicable policies, procedures, laws, regulations, plans, and standards of quality and safety; initiates corrective action as necessary;
- Receives and responds to inquiries and requests for assistance regarding areas of responsibility; investigates and resolves public complaints;
- Attends and participates in City Council meetings;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.;
- Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current trends and technology in assigned areas of responsibility; and
- Performs other related duties as assigned.
Minimum Requirements to Perform Work
- Valid South Carolina Class "D" Driver's License;
- Bachelor's degree in Civil Engineering with a focus on Traffic Engineering or closely related field;
- Four (4) years of relevant prior experience;
- S.C. Registered Professional Engineer.
- Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
- Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations;
- Ability to negotiate, exchanging ideas, information and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions or solutions;
- Ability to interpret policy and establishing methods and procedures for acquiring, installing, testing, operating or repairing complex machinery or equipment that requires extended training and experience, such as traffic / electrical systems and equipment, or the application of custom or commercial software or systems; responsible for public acquisitions and construction projects, including preparing specifications for contracts for goods and services;
- Ability to perform work involving the application of principles of logical thinking or scientific, medical or legal practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
- Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
- Ability to perform professional-level work requiring the application of scientific, engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures; and
- Ability to make decisions, affecting a major segment of the organization and the general public; works in a dynamic environment; responsible to develop policy and practices.
