The Secretary of State is comprised of the Business Services division, and the Bureau of Elections. Business services are responsible for business establishment which include corporation and LLC formations. The Bureau of Elections oversees all programs related to the administration of statewide elections to include public records requests and complaints from constituents.

Why does the job exist?

The purpose of this position is to conduct compliance reviews related to disclosure reports filed and maintained in the Secretary of State's office in accordance with applicable laws. This position supports the procedures and communications between Bureau of Elections and County Clerks related to budgetary monitoring in collaboration with the agency's finance department.

How does it get done?

This position will audit electronically filed disclosure reports and campaign finance reports submitted by candidates, treasurers, office holders, and lobbyists for compliance with applicable provisions of the Election Code; prepare & maintain reports, records, and correspondence regarding audit activities and non-compliance findings; communicate verbally and in writing with filers to assist them in achieving voluntary compliance with applicable provisions of the Election Code; assist with procurement procedures for vendor contracts and MOU's related to county clerk elections expenditures; analysis on complaints filed with SOS and other audit and compliance related duties including proofreading, participating in elections canvass, and customer service.

Disclosure filers, county clerks, election vendors, compliance officers, and external agency partners related to disclosure compliance and the general public.

Ideal Candidate

The ideal candidate will possess the following:

Strong written and verbal communication skills.
Detail oriented approach to review and analysis used to create work products.
Ability to review and analyze relevant legal sources and apply to audit procedures.
Prior experience conducting financial audits or conducting financial fraud investigations.
Understanding of basic governmental procurement procedures, budgets & financial analysis.

Minimum Qualification

Bachelor's degree in Business Administration, Accounting, Finance, and/or a related degree and fifteen (15) semester hours of accounting or auditing (three (3) semester hours in finance or business law may substitute for up to three (3) semester hours of accounting or auditing) and two (2) years of experience conducting financial audits and attestation engagements of government agencies.

Employment Requirements

Candidate must possess and maintain a valid Driver's License and current Defensive Driving Course Certification from the State of New Mexico; or must obtain a Defensive Driving Course Certification within six (6) months of hire as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Travel may be required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
