The City of Oxnard's Cultural and Recreation Services Department, is seeking a Youth Services Coordinator with strong technical and analytical skills to join our team. This individual must be comfortable training and supervising permanent and part-time staff, managing regular and seasonal programming, and analyzing financial and programmatic data. The ideal candidate will have experience delivering youth and community-focused programs, and will provide support for both financial operations and public program implementation. This position is responsible for independently performing a wide range of administrative, supervisory, and analytical tasks to ensure high-quality community service delivery.
WHAT YOU'LL DO:
- Oversee and manage community and youth programming across various sites, ensuring high-quality service delivery and alignment with City goals.
- Supervise part-time and permanent recreation division staff, including onboarding, training, scheduling, coaching, and performance evaluation.
- Provide regular site visits to community centers, youth program locations, and the community pool to observe program execution and confirm that staff meet service expectations.
- Ensure continuous improvement and development of staff and programming through mentorship, evaluation, and structured planning.
- Manage day-to-day operations of community centers, including staffing, participant safety, cleanliness, and customer service.
- Coordinate maintenance and cleanliness standards at facilities and communicate with Public Works or other divisions when facility issues arise.
- Communicate regularly with supervisors, providing updates on program operations, upcoming events and calendar items, staffing concerns, and facility issues.
- Lead the planning, coordination, and implementation of community-based recreation programs, special events, and seasonal activities.
- Track and manage program budgets, expenditures, and purchases; ensure cost-effective use of City resources while meeting program goals.
- Research and recommend equipment, supplies, and materials for programming; initiate and process purchases in accordance with City policies.
- Promote programs through outreach, community partnerships, and marketing materials, including flyers, social media content, and seasonal program guides.
WORK SCHEDULE: The normal work week is Monday through Friday, 8:30 AM - 5:30 PM. However, this position may require working evenings and weekends based on program and event schedules. The position may also require extended hours depending on workload demands. Remote or hybrid work is not available for this position.
Essential Functions

Plans, coordinates and supervises cultural and/or recreation service programs; provides marketing and community outreach; prepares marketing and program materials; schedules and trains staff and other program resources; may assist in providing program instruction for participants and/or recruitment and coordination of program volunteers.
Provides oversight and evaluation of assigned program and events; assesses program needs and services provided; makes recommendations and implements changes and additions to program/service offerings.
Serves as a representative and liaison with the public and related community groups and organizations and provides program information and support; responds to concerns and resolves issues; collaborates to provide quality services and for the creation and improvement of programs that benefit the community.
Participates in the development of assigned program budget; monitors and tracks expenditures, budget allocation and/or grant funding and compliance with applicable regulations; prepares related reports.
Monitors and maintains supplies and program materials inventory; researches sources for materials and supplies and initiates purchases; maintains files, records and program documentation.
Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
EDUCATION:
Bachelor's degree in parks and recreation, human services, business or public administration or related field
EXPERIENCE:
One (1) year of professional recreational programming or human services experience
OTHER REQUIREMENTS:
- First Aid & CPR Certification required at the time of appointment or within 6 months.
- Valid Class C Driver License may be required depending on the position assignment.
- Must be able to communicate effectively in English, both orally and in writing.
- Must be able to lift and carry up to 35 pounds regularly and up to 50 pounds occasionally in support of recreation programs, equipment transport, and event setup.
- Must be willing and able to work flexible hours, including evenings and weekends.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5000 per fiscal year.
