The primary purpose of this position is: To serve as a budget analyst for selected directorates within HQ USCENTCOM, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities

Duties

Help

  • Perform budget operations and projects to include development of budget policies, and guidance, budget formulation, budget execution, and providing financial advisory services to the organization.
  • Performs budget formulation work involving preparation of detailed analyses and reviews of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request with only minimal, general guidelines and policies
  • Provides advice, assistance, and guidance on budgeting and related information.
  • Serves as the focal point for the HQ USCENTCOM Travel Program and as the Command's Agency Program Coordinator (APC) for the Government Travel Charge Card.

  • Incumbent may be required to work rotating shifts, weekends, federal holidays, and over-time
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 211-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
  • Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Detailed intensive knowledge of budgetary methods, practices, procedures, regulations, and policies for OMB, OSD, DOD, and AF

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
  2. Knowledge of the joint/unified command structure and the application of procedures, methods, and techniques of funding justification and support for these commands and of missions, functions, goals, objectives, work processes, and sources of funding pertinent to CENTCOM programs/organizations.
  3. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding.
  4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
  5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
  6. Ability to use and knowledge of automated management data systems, for example: Automated Business Services System (ABSS); Defense Enterprise Accounting & Management System (DEAMS); Financial Management System Suite (FM Suite); Defense Travel System (DTS); Current Research Information System (CRIS), Wide Area Work Flow (WAWF), and Microsoft Office applications.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
