In this role, you will serve as a key leader within the central design team; providing guidance, resolving technical issues, and helping ensure the timely delivery of high-quality PS&E (Plans, Specifications, and Estimate) packages. Position Description

Transportation Engineer I:

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II:

Performs [complex] transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor].

Transportation Engineer III:

Performs [advanced] and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Salary Plan/Grade:

• Transportation Engineer I: B24 ($65,104.00 - $106,634.00/yearly)

• Transportation Engineer II: B25 ($69,572.00 - $114,099.00/yearly)

• Transportation Engineer III: B26 ($76,530.00 - $129,430.00/yearly)

The essential duties for the Transportation Engineer I include:

• Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.

• Assists project managers to establish realistic and achievable schedule baselines.

• Assists with design, computer operations and plan preparation.

• Assists with the development of design and project development reports, surveys and correspondence.

• Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.

• Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.

• Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

• Interprets maintenance standards, rules, methods, procedures, practices and policies.

• Interprets manuals and required guidelines for traffic operations.

• Leads/Trains professional and administrative staff.

• Makes presentations and represents TxDOT.

• May serve as a lead worker and the related tasks.

• Performs other job responsibilities as assigned.

Additional duties for Transportation Engineer II include:

• Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.

• Assists in developing and/or monitoring budgets.

• Develops design and project development reports, surveys and correspondence.

• Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

• Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.

• Trains engineering staff.

• Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals and/or standard sheets.

• Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.

Additional duties for Transportation Engineer III include:

• Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.

• Assists Project Managers to establish realistic and achievable schedule baselines for complex projects.

• Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

• Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.

• Performs complex hydrologic and hydraulic analysis of structures over waterways and summarizes the analysis in report form

Minimum Qualifications for a Transportation Engineer I:

Work Experience: 4 YEARS engineering, transportation engineering, or related engineering experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. No supervisory experience required. Substitutions for Minimum Qualifications

Minimum Qualifications for a Transportation Engineer II:

Work Experience: 5 YEARS engineering, transportation engineering, or related engineering experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. No supervisory experience required. Substitutions for Minimum Qualifications

Work Experience: 6 YEARS engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Required competencies for the Transportation Engineer I:

• Statistical analysis methodologies and reporting procedures

• Government programs and operations affecting highway and transportation development

• Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory

• Hydrologic, hydraulic and geotechnical design activities and principles

• Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services

• Highway construction design applications

• Standards and specifications for bridges and other transportation structures

• Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

• Construction engineering policies and procedures

• Construction phasing and sequencing

• Environmental engineering as it relates to transportation

• Design and plan preparation methods and requirements

• Maintaining a safe and effective working relationship with others

Additional competencies for the Transportation Engineer II:

• Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

Additional competencies for the Transportation Engineer III:

• Geometric design relationships to traffic operations, maintenance and construction

Physical requirements and working conditions for all levels:

• Subject to inside and outside environmental conditions

• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
