This position is under the general supervision of the Utilities Director, directs, oversees, and manages the water treatment, distribution, and water resource systems maintenance, construction, and operation functions and personnel of the Utilities Department. Responsible for all operational, budgetary, and personnel matters to ensure safe, reliable quality potable water for the Town of Estes Park. Serves as project manager on major capital projects and improvements to systems.
Examples of Essential Duties and Responsibilities:

- Oversees daily operations and maintenance of the Water Treatment Plant and Distribution system.
- Maintains registration with the Colorado Department of Public Health and Environment as the Operator In Responsible Charge (ORC).
- Performs general human resources activities including hiring, scheduling, assigning, training, and evaluating of personnel.
- Performs general accounting activities including processing purchase orders, invoices, and contracts.
- Prepares and maintains annual budget and recommends changes to the Director; authorizes spending.
- Supervises and maintain distribution system including line tracers, leak detection, line pressure and testing pump system, hydrant inspection and repair, line tapping equipment, and meter test bench equipment.
- Supervises and maintain water treatment plant operations including chemical feed systems and metering, monitoring equipment, and process analyzers, and handling of all water treatment chemicals.
- Prepares and maintains all documentation for water systems including water rights accounting, compliance issues and reporting to outside agencies.
- Maintains working relationships with coworkers, departments, vendors, engineers, contractors, local, state, and federal agencies such as CDPH&E, EPA, NCWCD, and public.
- Prepares request for proposals for projects and services including performing rate studies.
- Performs plan reviews, permit approval, water usage calculations, and serviceability assessment.
- Responds to the public regarding concerns and complaints.
- Operates a variety of equipment: motorized equipment, including heavy-duty, backhoe, loader, compactors, compressors, jack hammers, confined space equipment, and basic hand power and tools and safety equipment.
- Operates lab equipment and prepares and submits appropriate reports.
- Performs other related work as required or assigned.
Education and Experience:
- High school diploma or equivalent (GED).
- Seven years of progressively responsible experience in mechanical maintenance and operations of distribution systems and water plants.
- Five years of experience supervising crews as a Water Distribution or Water Plant Supervisor or equivalent position.
License, Certifications, and Registrations:
- Must possess a current Colorado Driver's License and satisfactory driving record.
- Must possess a Colorado Class "A" Water Operator Certification.
- Must possess a Colorado Class 4 Water Distribution Certification.

- Expert knowledge of the operation and maintenance of water plants and distribution system.
- Working knowledge of computers including software such as Microsoft Office, GIS Mapping, Crystal Report, Backflow, Lab Management Database, HTE, SCADA, Wonderware, Factory Talk Suite, and security.
- Ability to train, assign and schedule work, and motivate employees and perform normal supervisory functions of operational personnel.
- Ability to deal effectively with coworkers, departments, vendors, contractors, local, state, and federal agencies, and public.
- Ability to communicate effectively in English, both verbally and in writing, and follow oral and written instructions. Define problems, collect data, establish facts, and draw valid conclusions.
- Ability to keep records on all aspects of the Water Division, prepare cost estimates on related work and yearly budgets, and submit written reports on complex technical aspects related to the Water.
- Ability to read, analyze, and interpret maps, technical procedures, technical drawings, and governmental regulations.
- Ability to develop long-range plans and goals for the department and make recommendations for improving operations.
- Ability to exercise initiative, analyze operational problems, make sound independent decisions, deal with non-routine matters, initiate requests for major maintenance of equipment as necessary, and assist in routine managerial decisions.
- Ability to work independently without direct supervision approximately 100% of the time.
- Ability to establish and maintain safety and operational policies for the Water Department.
- Ability to assist the Utilities Director in the revision or implementation of policies, ordinances, and regulations.
- Must be able to respond to emergency situations as needed.
- Must be able to work a variable schedule including weekends, holidays and for extended periods of time as needed.
- Must reside within the Estes Park R3 School District.
