Under the general direction of the City Engineer, this is an advanced professional position responsible for complex design and construction of capital improvement projects. This position plays an integral role in making decisions concerning the scope, contracting, design, development, policies, and procedures for projects. Incumbent will exercise considerable independent judgment and decision making.
Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.
Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

- Monitors consultant's efforts from inception to completion, including plan review and invoice review.
- Responsible for completing field inspections, construction reviews and scheduling.
- Prepare, negotiate, and secure approval for major contracts and change orders; establishes scope, standards and cost estimates for annual capital improvements and other special projects.
- Develops and conducts public information meetings.
- Ensures design integrity and timely progress during construction.
- Provides technical support; tracks progress and scrutinizes permit process.
- Perform long-range planning and analysis of City infrastructure in order to prepare recommendations for needed capital improvements.
- Initiate bid process; organize and conduct pre-bid and pre-construction meetings.
- Review and approve contract documents and project construction schedules.
- During the construction phase, responsible for approving field change orders; recommend schedule altering changes to supervisors.
- Review and approve construction, design, and material testing invoices.
- Responsible for communicating to staff: project priorities; suggestions in reaching completion of tasks; expected difficulties in the implementation of both programmed and non-programmed assigned tasks.
- Ability to communicate in both verbal and written form to all levels of City personnel public, consultants, and contractors in both positive and negative situations.
- Able to establish and maintain effective working relationships.
- Proficient in the use of word processing, spreadsheet, database, and presentation software.
- Able to operate necessary equipment, including personal computer, calculator, copier, facsimile machine, and other standard office equipment.

- Professional Engineering License from the State of Florida at time of hire or be able to obtain Professional Engineering License from the State of Florida within one (1) year of hire, OR
