Oracle Health Government Services is seeking a recognized authority and leading contributor as a Lead Federal Project Manager. This project management professional provides consistent innovative and high quality solution leadership. Employs independent judgment in guiding highly complex activities involved in the successful delivery of large-scale client implementations, ensuring high quality and timely delivery within budget to the customer's satisfaction. The ideal candidate analyzes business needs to help ensure Oracle's solution meets the customer's objectives by combining industry best practices and product knowledge. Effectively applies Oracle's methodologies and policies while adhering to contractual obligations, thereby minimizing Oracle's risk and exposure. Exercises judgment and business acumen in selecting methods and techniques for effective project delivery on large complex engagements. Provides direction and mentoring to project team and as a project lead, assists project team with all aspects of their roles. Comfortable working in a matrix management environment and effectively influences decisions at the management level of internal and customer organizations. Ensures deliverables are acceptable and works closely with the customer to understand and manage project expectations. Supports the Task Order Owner/Task Order Lead in managing the end-to-end contractual delivery of large, complex projects.
This position comes with a commitment to commute to the Arlington, VA office four days per week.
Responsibilities

Monitor adherence to scope / contractual delivery and financial commitments in accordance with the TO PWS

Manages the scope of large-scale multi-site task orders with varying levels of complexity.

Monitors and reports on staffing levels in alignment with the project schedule.

Support and monitor 3rd party supplier contracts ensuring alignment to staffing and resource needs.

Monitors and analyzes forecast hours, project actuals and variances. Identifies root cause of large variances and works to remediate going forward.

Captures lessons learned with a focus on supporting continuous process improvement efforts.

Works closely with the customer to understand and manage project expectations.

Manages the creation and updates of contractual deliverables by coordinating with subject matter experts and content owners, ensuring deliverables are high-quality, complete and acceptable to the client.

Provides direction and mentoring to delivery teams as well as fellow team members.

Initiate and gather details for Work at Risk Approvals.

Proactively manage risks and issues through coordination with the delivery team.

Monitor the Integrated Master Schedule for updates to identify potential delays or lack of progress including follow-ups with the delivery team.

Support Monthly Performance Management meetings with the client.

Maintain strong client relationships with the delivery team and VA PM.

Support internal Project Management Reviews (PMRs) and Monthly Status Reports (MSRs) for assigned task order(s).
Qualifications

A Bachelors degree and/or 8-10 years of experience relevant to this position.

Prior project team leadership or management experience.

Demonstrated ability to follow solid project management principles.
-
Comfortable working in a matrix management environment.

Strong communication skills to deal with internal stakeholders, customers, and vendors.

Product, technology or industry expertise relevant to the portfolio focus.

Selling skills preferred.

Ability to travel as needed.

US Citizenship is required with an ability to obtain and maintain a government security clearance.

US: Hiring Range in USD from: $87,000 to $178,100 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
