The Digital Modernization Sector at Leidos is seeking a talented HHS Program Manager. This is a fantastic opportunity to leverage your expertise in supporting the Center for Medicare and Medicaid (CMS) in operating, maintaining, and transforming its highly visible legacy systems.

Primary Responsibilities:

  • Oversee all aspects of the program, ensuring successful management and implementation of all contract requirements.

  • Serve as the main point of contact with CMS for addressing program risks and issues.

  • Ensure compliance with contract requirements and provide solutions to any emerging program challenges, including resource allocation and changes in contractual specifications.

  • Track and monitor the program’s schedule and budget throughout its lifecycle to ensure efficiency.

  • Manage compliance with legal requirements while achieving overall program goals.

  • Direct activities of all subcontractors effectively.

  • Communicate clearly and effectively with all internal and external stakeholders, including customer entities, vendors, and partners.

  • Cultivate a culture of growth and performance improvement through automation, scalability, and structured initiatives.

  • Ensure accurate and transparent reporting on SLAs, TPMs, and KPIs.

  • Identify redundancies and implement improvements utilizing industry-standard processes.

  • Ensure continuous 24x7 availability of services.

  • Proactively manage risks and identify opportunities for collaboration with the Customer.

Basic Qualifications:

  • Bachelor's degree with at least 8 years of relevant experience.

  • Ability to obtain Public Trust clearance.

  • PMP certification.

  • Experience in Agile, SAFe, and DevSecOps methodologies.

  • Familiarity with COTS development and integration.

  • Experience in an enterprise engineering services environment.

  • Demonstrated experience managing programs or projects within CMS.

  • Experience with large-scale digital modernization projects valued over $100 million.

Preferred Qualifications:

  • Knowledge of CMS policies and business processes.

  • Experience with omni-channel contact center operations.

  • ITIL, Agile, or Cloud Computing certifications.

  • Experience with CMMI certified programs.

  • Six Sigma certification.

  • Experience in low-risk transition projects.

  • Application Integration experience.
