SUMMARY OF JOB PURPOSE:

Responsible for planning, organizing, directs and performs activities related to the Human Resources Department; provides support and advice to management on employee relations issues, classification and compensation plans, labor law compliance, policy and procedure compliance, benefits administration, unemployment, workers compensation, safety, training and agency compliance.

ESSENTIAL FUNCTIONS:

  • Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations.
  • Manages and performs human resources functions to include benefits administration, training and development, recruitment and staffing, performance management onboarding and offboarding, recordkeeping, retirement plan administration, and employee recognition programs.
  • Develops and implements goals, objectives, policies, procedures and work standards for the department; prepares and administers the department's budget.
  • Confers with management regarding human resources activities, programs, policies, procedures and major personnel matters.
  • Provides direction to supervisory and management staff in the major disciplines of recruitment, selection, and job analysis; classification and compensation activities; employee assistance and wellness programs; employee development and training activities.
  • Investigates claims of discrimination, harassment, violations of workplace rules, policies and procedures.
  • Acts as a liaison in the administration of the worker's compensation, risk and safety programs.
  • Acts as administrator for HRIS system; manages vendor, resolves service issues, reviews and approves vendor payments.
  • Manages staff leave-of-absence and FMLA programs.
  • Ensures organization compliance with State and federal laws and regulations; monitors regulatory developments; recommends policy revisions as required.
  • Acts as liaison with Department of Family Services to ensure staff, volunteers and Board members are cleared and maintain clearance status in accordance with Nevada Revised Statutes.
  • Conducts internal audits on agency compliance data for submittal to Council of Accreditation.
  • Directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations.
  • Represents the organization in meetings with representatives of governmental agencies, professional and business organizations, and the public; conducts presentations to Management, the Board and others as required.
  • Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Represents the organization with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.


Requirements

Education and Experience:

Bachelor's degree in human resources, business administration, or a related field; AND five (5) years of professional human resources generalist experience; OR an equivalent combination of education, training and experience.
