Java EE Developer

The Java EE Developer will support modernization and transformation efforts for legacy enterprise applications within the Texas Health and Human Services Commission (HHSC). This role focuses on analyzing existing Java EE components, documenting system behavior, and contributing to the design and development of updated, modular, and secure solutions. The developer will work closely with architects, business analysts, and business stakeholders to extract requirements, map dependencies, and guide decisions related to cloud-native migration. Responsibilities also include evaluating technical debt, leveraging AI-enabled code analysis tools, and helping ensure system interoperability throughout modernization initiatives. The position requires deep expertise in Java EE technologies and experience working in Agile, cross-functional teams.

Responsibilities
• Analyze legacy Java EE components, including EJB, JPA, and SOAP services, to support modernization planning.
• Contribute to the design, development, and deployment of enterprise-grade applications using Java EE technologies.
• Participate in application rationalization and system transformation initiatives.
• Conduct technical walkthroughs and create documentation mapping current behaviors, dependencies, and integrations.
• Collaborate with architects and business analysts to retain critical business logic and interoperability during modernization.
• Assist in migration efforts toward cloud-native, microservices-based, and API-driven architectures.
• Use AI code analysis tools to examine legacy systems and identify patterns, rules, and architecture insights.
• Extract and document business requirements and rules derived from existing application code.
• Validate identified requirements with business stakeholders and technical teams.
• Identify and document technical debt, design patterns, and architectural characteristics in legacy systems.

Requirements
Minimum Qualifications
• 12 years of hands-on experience in Java and Java EE development, including EJB, JPA, and SOAP-based services.
• 12 years of experience working with Java SE 1.8 and Java EE 8 on enterprise application servers.
• 12 years of experience with object-relational mapping and integrating persistence layers with business logic.
• 10 years of experience collaborating with cross-functional teams (architects, business analysts, security engineers).
• 8 years of experience with AI code analysis tools for static analysis and code pattern recognition.
• 8 years of experience with DevSecOps practices, including automated testing, deployment, and monitoring.
• 8 years of exposure to cloud-native transformation strategies, such as containerization and loosely coupled interfaces.
• 8 years of experience working in Agile methodologies, including sprint planning and backlog refinement.
• 8 years of strong analytical and problem-solving experience.
• 8 years of experience applying software design principles and patterns.
• 2 years of experience using AI development tools.

Additional Requirements
• Must comply with Texas Health and Human Services Commission requirements, including adherence to agency work schedules and approval processes for overtime.
• Local candidates only, as onsite attendance is required.
• May be required to work outside normal business hours, including evenings, weekends, and holidays, with prior approval.

Work Location and Schedule
Location:
4601 W Guadalupe St, Austin, TX 78751
Schedule:
Monday through Friday, 8:00 AM-5:00 PM, excluding Texas state holidays.
May require occasional after-hours or weekend work with prior approval.
Work Arrangement:
Hybrid - 2 days remote and 3 days onsite (Mondays, Tuesdays, Thursdays).
Remote work may be required up to 100% at HHSC's discretion.
