POSITION DESCRIPTION
Basic Function:
Under the direction of the Fleet Maintenance Manager, leads a small crew in performing skilled mechanical work in the inspection, diagnosis, repair and maintenance of a variety of heavy and light duty City vehicles and equipment including gasoline, CNG and diesel-powered vehicles; trains and provides work direction to assigned staff.
Distinguishing Characteristics:
This is the advanced journey level class in the Vehicle Equipment Technician series. Positions at this level are distinguished from other classes within the series by the level or responsibility assumed, and complexity of duties assigned. Employees perform the most difficult and responsible types of technical duties assigned to classes within this series including performing technically complex maintenance and repair duties related to area of assignment and/or providing technical supervision over work assigned to staff. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
EXAMPLE OF DUTIES
Essential Duties:
Lead crews in performing skilled mechanical work in the inspection, diagnosis, repair and maintenance of City vehicles and equipment.
Evaluate maintenance, servicing and repair needs.
Inspect and diagnose mechanical malfunctions.
Estimate time, material and supply needs to complete assigned jobs; monitor inventory levels of parts and supplies; order, receive and maintain inventory of parts and supplies.
Train and provide work direction and guidance to assigned personnel; assign daily duties to mechanical personnel.
Assure maintenance and repair activities are performed in a timely manner.
Implement safety practices; perform required safety inspections and preventive maintenance to assure compliance with established safety guidelines and regulations.
Maintain accurate service and repair history records on City vehicles and equipment.
Assist in prioritizing work orders and complete required inspection forms.
Overhaul, repair and adjust automatic and standard transmissions, differentials, universal joints, gears, valves and transfer cases; overhaul, rebuild and tune engines and carburetors as needed.
Service vehicles and equipment with fuel, oil, grease, water and hydraulic fluids.
Replace water pumps and hoses; assure proper fluid levels; lubricate gearboxes; drain and refill crankcases.
Replace fuses; assure proper air levels of tires and fill as needed.
Adjust and realign brakes; maintain and replace air and hydraulic brake system components; install axles; overhaul steering gears and drive shafts.
Diagnose and repair engine electrical and ignition systems, such as batteries, starters, distributors, alternators, coils and related systems; check, clean, adjust and replace breaker points and spark plugs.
Perform electrical repairs on emergency vehicle equipment such as changing light bulbs, repairing sound systems and installing and repairing light fixtures as directed; install, maintain and repair specialized equipment on police vehicles such as computers, two-way radios and video equipment.
Operate a variety of specialized electronic and computerized diagnosis equipment and machinery, welding equipment and hand and power tools.
Work from blueprints, sketches, manuals and work orders; respond to emergency needs as requested; remain on-call as directed.
Communicate with City personnel and various outside agencies to exchange information, coordinate activities and resolve issues or concerns
Maintain shop area, equipment and materials in a safe, clean and orderly fashion.
Prepare and maintain a variety of reports and records, including timecards, worksheets, work orders and various maintenance requests.
Perform inspections related to hazardous material accumulation, the fueling system, and storage tanks; document findings and performs related maintenance and repairs.
Provide input to the Fleet Maintenance Manager regarding selection decisions, performance management, and other personnel issues.

- Lead a crew in performing skilled mechanical work in the inspection, diagnosis, repair and maintenance of the multiple types of City vehicles and equipment including gasoline, CNG and diesel-powered vehicles.

WORKING CONDITIONS
Environment:
Vehicle and equipment repair shop environment.
Subject to noise from equipment operation.
Driving a vehicle to conduct work.

EDUCATION AND EXPERIENCE
Any combination equivalent to high school graduation or GED and three (3) years increasingly responsible fleet maintenance experience at a level equivalent to the City's class of Vehicle & Equipment Technician II.
LICENSES AND CERTIFICATIONS
Valid California Class B Driver License.

CALPERS RETIREMENT PLAN: This position is covered under the California Public Employees' Retirement System. The following plans are applicable:
Classic Tier I: 2.7% @ 55
Employee Contribution: 8%

PEPRA: 2% @ 62
Employee Contribution: 7.75%
DEFFERED COMPENSATION & SUPPLEMENTAL RETIREMENT PLANS:
457(b) Plan - Employees may voluntarily contribute to this plan. The City will contribute an additional 5% of base salary to the deferred compensation plan for all members.
CITY WIDE MEDICAL MONTHLY CONTRIBUTION:
Manteca offers various Medical Plan options through CALPERS.

City Pays 100% of Premium Costs
LIFE INSURANCE COVERAGE:
Employees shall receive coverage upon being employed one full calendar month. The City shall pay all premium costs for life insurance coverage. (Supplemental coverage available)
1 - 4 years = $8,500 Group Life Insurance
5 - 9 years = $10,000 Group Life Insurance
10+ years = Group Life Insurance coverage equal to emp. yearly salary.
VACATION LEAVE:
1 - 48 months = 80 hours annually
49 - 96 months = 120 hours annually
97 - 144 months = 152 hours annually
145 months plus =184 hours annually
The maximum vacation accrual limit shall be three (3) times the annual accrual rate.
WELLNESS LEAVE: Each employee shall receive 83.2 hours of wellness leave for use in each fiscal year earned with no rollover. There is a cash out option at the end of each fiscal year. Employees hired after July 1 will receive prorated amount after 6 months of employment.
SICK LEAVE:
Employees shall accureshall accrue 96 hours of sick leave annually for each full month of continuous service. Accures per pay period.
FLOATING HOLIDAYS:
Employees will receive will receive three (3) floating holidays the first pay period in July of each year. Employees will not be allowed to carryover the floating holidays. The floating holidays cannot be cashed out in lieu of taking the day off.

LONGEVITY PAY:
Employees with ten years of continuous employment are eligible for 20% of one month's base salary.
UNIFORM ALLOWANCE:
$300 per fiscal year for steel toe boots.
EDUCATION INCENTIVE PAY:
2.5% of monthly base rate of pay per month for a Bachelors or Masters Degree. Degree must be in the following or related concentrations; Engineering, Business Administration, Public Administration, Construction Management or related field. (Eligible after probation)
CERTIFICATION PAY: 2.5% for Water or Wastewater certification for the next highest-grade certificate. 2.5% for Certified Playground Safety Inspector. All certifications capped at 5%.
