Job Title: PAYROLL SPECIALIST
Shift Schedule: 8:30 AM - 5:00 PM, Monday through Friday. Schedule may be adjusted
during payroll processing weeks.
Starting Pay Range: $29.15 - $31.86, commensurate with experience.

JOB SUMMARY: The Payroll Specialist is responsible for all activities related to the preparation, processing, auditing and submission of the Authority's bi-weekly payroll and ensures employees are compensated correctly and on time.
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Coordinates with managers and assistant managers on the preparation and approval of employee timecards, leave requests and other payroll operations.
- Processes, audits and submits bi-weekly payroll. Reviewing computed wages to ensure accuracy.
- Ensures timely and accurate processing of pay deductions to include but not limited to benefits, garnishment and applicable taxes.
- Reconciles payroll data with accounting records to ensure accuracy.
- Prepares/processes special projects as it relates to compensation for Authority employees to include cost of living adjustments, special bonuses and other payouts.
- Answers questions and resolves issues regarding payroll and time keeping including time clocks.
- Prepares and distributes Payroll Change Forms timely and accurately.
- Generates, prepares and disseminates reports and other documents for management and auditors.
- Handles the preparation, distribution and collection of leave buy back letters and special bonus forms.
- Reviews and processes invoices and purchase orders for payment.
- Updates and submits retirement contributions to include but not limited to VRS snapshots and supplemental retirement plan files.
- Enters and updates personnel information to include but not limited to compensation and benefits information in payroll system and Virginia Retirement System (VRS) Navigator.
- Provides support during employee and community events to include but not limited to career fairs, Employee Appreciation Day, open enrollment meetings, wellness events, employee outings and holiday celebrations.
- Performs all other duties as assigned and directed.
- Administer and adhere to all Authority policies and guidelines.
- Knowledge of principles and practices related to the processing of payroll information and maintenance of payroll records.
- Knowledge of personnel policies.
- Proficiency in Microsoft Office and payroll systems.
- Strong attention to detail.
- Excellent organizational, analytical and time management skills.
- Ability to handle and prioritize multiple tasks and meet deadlines.
- Excellent customer service and communication skills, both verbal and written.
- Ability to maintain strict confidentiality and exercise extreme discretion.
- Ability to establish and maintain effective and positive working relationships with others.
- Associates degree or higher education required.
- Minimum of one year of business school with emphasis on accounting or business administration.
- Three years of responsible payroll experience.
- Certified Payroll Professional (CPP) preferred.
- Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
EQUIPMENT OPERATION: Desktop computer, phone system, fax, copier and laptop.
