Job Description

Early Intervention (EI) is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It empowers families to meet their own needs, and entitles eligible children, regardless of race, ethnicity or income, to services through the program. The Bureau oversees provision of approximately $400M in therapeutic services to 30,000 children ages birth to 3 years each year. Services are provided by 8,500 therapists and 600 service coordinators working for 165+ agencies in contract to the NYS DOH. The Bureau conducts annual audits of every agency and investigates agencies, therapists and service coordinators on issues related to lack of service, poor performance and fraud.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Develop expertise in the regulations, policies, laws, and best practices that guide the NYC Early Intervention Program, including Health and Safety guidance.
Conduct programmatic monitoring activities, primarily through the review of child files for compliance with requirements, and document findings.
Work closely with a team of 4-5 other program evaluators, making collaborative decisions and rotating responsibilities as team members and team leads, including both group and individual decision-making
As team lead, coordinate day-to-day monitoring activities of team members, ensure that all team members complete necessary tasks, and review reports and findings for accuracy and serve as a subject expert and technical consultant to provider agencies.
Communicate with provider agencies and colleagues in a timely, clear and accurate fashion. Explain contractual and regulatory terms, conditions and requirements, and policies and procedures, and act as a technical resource to staff and providers.
Review multiple data sources, including an electronic case management and claiming system, to ensure claims for payment are supported and compliant
Create reports, analyses, and recommendations
Develop and implement strategies to address priority compliance and performance concerns.
Respond to ad hoc reports of noncompliance and fraud.

PREFERRED SKILLS:
Ability to meet internal timelines consistently and to ensure completeness and correctness of work.
Ability to learn a complex service program and to interpret Federal, State and City regulations.
Understanding of the importance of compliance, performance measurement, and contract oversight.
Strong attention to detail.
Ability to use shared drives and files to store and share information electronically.
Ability to work in teams, juggle multiple simultaneous audits, and prioritize as needed.
Ability to spend long periods of time reviewing documents for detailed
Ability to stand firm on findings when challenged.

Qualifications

Qualification Requirements
1. A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering, or Social Sciences, Health Care Specialization, Physical Sciences or related programs; and
A minimum of four years of progressive, responsible, experience related to Health Care Program Planning, Research, Design, Operation, Evaluation and Analysis; or

2. A Master's Degree from an accredited college or university in Public Health, Public or Hospital Administration, Health Care Specialization, Business Administration or related disciplines; and
A minimum of three years progressive, responsible, experience directly related to health care program planning, research, design, operation, evaluation and analysis; or

3. A satisfactory equivalent combination or training, education and experience; and
4. Demonstrated skills in written and oral communication.
