Under the general direction of a Supervising Transportation Engineer, the Senior Transportation Engineer (Senior Quality Engineer) serves as an oversight field engineer responsible for the independent quality assurance inspections for the various contracts of the California High-Speed Rail Authority (Authority). The incumbent performs a wide variety of difficult and complex engineering work to ensure that contractors complete the work in compliance with the contract documents (e.g., Ready for Construction Plans, general provisions, Quality Management Plan, and other quality documents). The incumbent acts with a high level of independence to provide technical oversight of quality assurance for items such as utility relocations, guideways, drainage, concrete and asphalt pavement, embankments, barriers, traffic control, striping and signs, Americans with Disabilities Act (ADA) compliance, and railroad construction. The incumbent will also provide oversight of the work of the Project Construction Management consultant, the Program Delivery Support section, and various contracts.

Working Conditions
Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

- Knowledge of state contracting procedures such as professional services, construction, or maintenance agreements.
- Excellent communication, negotiating and coordination skills, both written and oral, and the ability to work cooperatively with stakeholders, other governmental agencies, and individual citizens.
- Strong knowledge and ability to perform office applications, word processing, spreadsheets, and presentations, take meeting minutes and prepare meeting calendars.
- Ability to negotiate, analyze and prepare agreements with consultants or other public entities.
- Demonstrated knowledge and experience in Construction Field Quality.
- Experience resolving construction disputes or conflicts.
- Experience reviewing informational and action submittals, shop drawings, and ensuring compliance.
- Demonstrated knowledge and experience in all aspects of civil construction and utility relocation.
- Experience in infrastructure project delivery (design, construction, and maintenance).
- Experience as an oversight field engineer.
- Demonstrated experience working with the principles of contract management and administration as it applies to both design and construction.
- Experience performing independent quality assurance and verification inspections.
- Experience in railroad construction.
- Experience in electrical work.
