Overview
GTS is seeking an experienced Business Analyst/Product Owner to support enhancements to the Provider Enrollment and Management System (PEMS), a statewide initiative designed to streamline provider enrollment for Medicaid and non-Medicaid programs. This position sits within the Business Automation Support (BAS) unit, which oversees TMHP systems, long-term care program systems, encounter data, and MCO file coordination.
The ideal candidate is a seasoned Business Analyst with strong Agile Product Owner experience, deep knowledge of Medicaid systems, and a proven ability to bridge business needs with technical solutions. This role requires someone who can work collaboratively with program units, technical teams, vendors, and leadership to deliver high-quality system enhancements that improve provider experience and operational efficiency.
Key Responsibilities
- Review, analyze, and evaluate business systems, user needs, program policies, procedures, and processes to determine impacts on technical and functional areas.
- Document and translate business requirements into detailed user stories, acceptance criteria, and system modifications.
- Prepare solution options, risk assessments, financial analyses (ROI, cost/benefit, buy/build), and workflow documentation.
- Serve as the Product Owner for the PEMS Agile team, collaborating with TMHP technical sprint teams and contracted vendors.
- Maintain a healthy, prioritized backlog aligned with legislative mandates and stakeholder needs.
- Approve, refine, and prioritize user stories based on requirements and subject-matter expertise.
- Develop and maintain user test scenarios, test plans, use cases, and exit criteria.
- Execute detailed test cases using formal testing tools; track, document, and report testing results.
- Evaluate testing strategies to ensure full coverage of business and technical requirements.
- Work closely with internal teams, program staff, and external vendors to ensure alignment on requirements, design, and deliverables.
- Act as a liaison between business end users and technical teams to translate operational needs into actionable technical solutions.
- Communicate risks, issues, project status, and decisions to leadership on defined timelines.
- Facilitate meetings, prepare documentation, and manage schedules for assigned deliverables.
- Participate in reviewing system designs, data deliverables, and risk assessments.
- Identify and manage project risks, issues, and mitigation strategies.
- Support all activities related to enhancements or updates within the PEMS project as needed.
Required Qualifications (Minimum 8 Years Each)
- Business Analyst experience and Agile Product Owner experience
- Hands-on experience with Agile/Scrum methodologies
- Complex business analysis and technical documentation skills
- Experience reporting project status, risks, issues, and decisions to leadership
- Risk and issue identification with mitigation strategy development
- Strong written and verbal communication skills
- Experience gathering, validating, and translating business requirements into technical solutions
- Review and approval of complex vendor-created user/system requirements
- Proficiency in Microsoft Teams, Word, Excel, PowerPoint
- Experience coordinating and developing test plans, exit criteria, and test scenarios
- Experience executing detailed test cases in a complex software environment
- Experience using testing management software
- Experience using Microsoft Project or similar tools
- Experience prioritizing user stories based on business needs and stakeholder input
- Experience with Medicaid systems and processes
- Claims processing experience
Preferred Qualifications
- (4+ years) Knowledge of Texas Medicaid programs
- (2+ years) Experience with Project Enrollment and Management Systems (PEMS)
