Job Description:
Our client is seeking a Financial Systems Analyst to support a digital services program by providing financial analysis, budgeting expertise, and project accounting for a large constituent-facing portal initiative. The ideal candidate will bring strong financial acumen, Excel mastery, and experience working within regulated environments. This role involves developing project budgets, supporting rate setting, producing financial forecasts, preparing detailed reports, and partnering with project teams and vendor partners to ensure accurate financial planning and compliance.
Key Responsibilities:
  • Analyze and interpret program requirements to support budgeting and financial planning activities.
  • Serve as a subject matter expert on budgeting practices, financial modeling, and rate setting.
  • Review, develop, and maintain project-specific budgets and financial forecasts.
  • Own the rate-setting process to ensure alignment with program goals and regulatory expectations.
  • Prepare detailed financial reports and present data in clear, meaningful visual formats.
  • Ensure all financial operations adhere to relevant policies, standards, and regulations.
  • Collaborate with project teams, leadership, and vendor partners to provide financial insights and support decision-making.
  • Participate in project briefings, planning sessions, and collaborative brainstorming discussions.
  • Evaluate business problems, operational needs, and cost structures to produce feasibility, scope, and cost-benefit analyses.
  • Build and maintain effective working relationships with vendors, agency partners, and program leaders.
Required Qualifications:
  • Familiarity with regulatory requirements at the state and/or federal level.
  • Strong understanding of accounting principles and financial law.
  • Excellent analytical, numerical, and problem-solving skills.
  • Advanced proficiency in Microsoft Excel, including complex formulas and financial modeling.
  • Excellent communication and interpersonal skills with the ability to clearly present financial information.
  • Ability to work independently and collaboratively within cross-functional teams.
