Transportation Environmental Resources Program Manager 3

The Transportation Environmental Resources Program Manager 3 serves as the administrative officer of a statewide specialized environmental resources program under the direction of the agency head or oversees a secondary program due to the size and complexity of the program. The individual in this position performs complex managerial work and advanced level administrative work, primarily managing the NEPA (National Environmental Policy Act) Compliance and Permitting Section. Reporting to the division head, this person has primary responsibility for the administrative support functions of the division. The incumbent has the latitude to develop new methods and policies to improve overall organizational effectiveness, and to exercise independent judgment in the execution of duties within their jurisdiction. Exercises delegated authority to staff to pursue goals through orderly and efficient planning, organizing, directing, and controlling of activities. The duties typically include supervising managerial, professional, technical, and clerical staff; planning operations and procedures; directing and developing employees; evaluating unit operations and developing budget needs; researching new procedures and improvements; and interpreting relevant statutes, regulation, and policies. Work is reviewed primarily for results obtained, timeliness, compliance with laws, evaluation processes that result from such elements as continuing changes in the program, technological developments, unknown phenomena, or conflicting requirements, rules, regulations, procedures, and policies. Performs related work as required.
Skills and knowledge include knowledge of principles and practices of environmental management to evaluate new techniques or practices covering a range of unusual or atypical applications. Knowledge of relevant local, state, and federal legislation; governmental relationships, organizational structure, and protocols; and state legislative processes and judicial procedures as they relate to the program. Knowledge of principles and practices of management, including planning, budgeting, staffing, training, controlling, and reporting. Knowledge of the principles and practices of personnel management, budget preparation, and public administration. Knowledge of appropriate methods and techniques used in the collection, organization, and evaluation of data. Ability to direct investigations, review statistical data, and recommend appropriate action based on results obtained. Ability to review and submit comments and recommendations relevant to proposed new or modified legislation. Ability to present and defend policies where dissension or opposing views may occur and agreement or compromise are desired. Ability to plan, organize, direct, control, and coordinate related programs and activities regarding environmental development, enjoyment, and hygienic preservation of non-renewable natural resources, and evaluate the performance of staff. Ability to follow oral and written instructions, exercise sound judgment, and work under limited supervision. Ability to establish and maintain effective working relationships with federal, state, and local officials, the general public, the regulated community, supervisor, co-workers, and staff. Ability to comprehend and interpret theory, principles, laws and regulations, policies, and objectives of a scientific concern. Ability to evaluate operational activities and emerging technology to develop plans for implementing environmental objectives or recommending administrative or policy decisions. Ability to exercise independent judgment, delegate authority, and evaluate the results of work performed. Ability to keep accurate records; write reports in a clear, concise form; and present factual material and ideas effectively. Ability to communicate effectively, both verbally and in writing.
Minimum requirements include a bachelor's degree from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field. Substitution: full-time or equivalent part-time paid professional experience in reviewing and evaluating scientific or statistical data, planning, personnel management, program management, or developing policies may be substituted for the required training/education through an established formula. Eight (8) years of full-time or equivalent part-time paid professional experience in reviewing and evaluating scientific or statistical data; planning, personnel management, program management, or developing policies; two (2) years of supervisory experience in the above areas are required. Substitution: successful completion of graduate coursework from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field may substitute for two (2) years of the required non-supervisory experience through an established formula. Promotional only: four (4) years as a Transportation Environmental Resources Specialist Senior.
