POSITION SUMMARY

The Director of Clinical Services is responsible for overall coordination of quality management, care coordination and various other clinical operations; administration of Continuous Quality Improvement (CQI) initiatives and Emergency Preparedness programs; coordination, development and evaluation of all outcome activities including but not limited to: Quality Improvement, Survey Readiness, Patient Safety, and HIPPA & Infection Control. The Director of Clinical Services will drive continuous improvement and a culture of quality throughout the organization and play a central role in the clinic's goal to achieve and maintain Patient Centered Medical Home Standards and recognition.

ESSENTIAL DUTIES AND RESPONSIBLITIES (Included but not limited to the following);

MANAGEMENT RESPONSIBILITIES
  • Supervise all aspects of day-to-day employee activities of the Clinical Coordinator and Lead Care Coordinator in the clinic including enforcing standards for patient care, confidentiality, safety and following of organizational policies and procedures.
  • Assists the Medical Director in developing and implementing activities (programs, education, in-services, etc.) which support and reflect the mission of TCA Health, Inc.
  • Develop and communicate goals and objective for Clinical Services staff in conjunction with the Medical Director which support and reflect the overall goals of the health Center.
  • Responsible for supervision of planning and assignment of work; employee performance management and development by completing performance appraisals for supervised staff; setting individual goals and follow-up as outlined in policies and procedures; rewarding and disciplining employees; making termination recommendations to the Medical Director and/or CEO; addressing complaints and resolving problems
  • Responsible for interviewing and hiring; development of training curriculum for employees.
  • Handle escalated triage issues, including troubleshooting of problems in service delivery and initiating solutions.
COMPLIANCE ADMINISTRATION
  • Interpret policies, rules and regulations of State and Federal Government (BPHC, CLIA, OSHA, JHACO, etc.) and ensure compliance within areas of responsibility in coordination with the initiatives led by the Medical Director.
  • Administer HIPPA, Infection Control and OSHA standards for the Clinic, providers and clinical staff.
QUALITY ASSURANCE MANAGEMENT
  • Under the direction of the Medical Director, establishes, reviews, monitors and updates medical standards, clinical protocols and operational policies and procedures.
  • Point person, in collaboration with Chief Medical Officer, for updating the CQI Plan; monitoring plan
Compliance and addressing variances in performance against plan objectives.
  • Enforces the CQI program and Quality Assurance programs in compliance with HRSA/FTCA, and NCQA standards.
  • Leads and facilitates cross-functional teams focused upon the implementation of quality improvement initiatives
  • Conducts ongoing EMR chart audits based on HEDIS requirements of the Health Care Plan and the various insurance carriers; takes corrective action for clinical staff variances and notifies the Medical Director regarding measures that fall below goals.
  • Designs, develops, implements and analyzes programs and methods of health care delivery that maximize efficiency and effectiveness of Clinical Services, in coordination with the Medical Director.
  • Reinforces the CQI program, Risk Management and Quality Assurance standards, following the direction set by the Medical Director.
  • Researches and recommends strategies and best practices and oversees the implementation of programs to increase patient care quality, excellence in operations and customer service across the system.
  • Completes Annual CQI Report for the governing body and key management staff on health care quality improvement and assurance activities and progress in meeting goals.
RISK MANAGEMENT
  • Leads the organization in carrying out the full range of health center activities including but not limited to scheduling, triage, intake, tracking, and follow-up.
  • Plans and oversees health care risk management training program for center staff.
  • Oversees completion of the quarterly risk management assessments.
  • Leads Risk Management Committee in documenting, analyzing, and addressing clinically related complaints including patient satisfaction.
  • Leads Risk Management Committee in setting annual risk management goals and tracking progress toward those goals.
  • Completes annual risk management report for the governing body and key management staff on health care risk management activities and progress in meeting goals.
ADMINISTRATIVE RESPONSIBILITIES
  • Provides administrative direction to staff and ensures compliance with short and long-term goals and long-range plans for the health Center.
  • In conjunction with the Medical Director and other involved managers, develops requests for proposals, analyzes bid submissions and selects vendors for contracts within Clinical Services.
  • Determines supply and equipment needs and maintains the budget and purchasing for those items.
EDUCATION AND EXPERIENCE
  • Bachelor's in nursing
  • MS, MHA, or MPH preferred
  • 5+ years direct supervision of nursing staff within an outpatient clinical setting
  • Professional with technical experience involving management analysis, clinical procedure/compliance analysis and SOP documentation.
CERTIFICATES AND LICENSES

Current Illinois RN License.

  • Must be able to travel to various locations to conduct the assigned duties of the position as necessary.
