POSITION SUMMARY

The Chief Information Technology & Security Officer (CITSO) serves as a strategic and operational leader responsible for the comprehensive oversight of Information Technology, Enterprise Architecture, and Cybersecurity Governance across Atlas Healthcare Partners and its network of Ambulatory Surgery Centers (ASCs). This hybrid executive role integrates technology leadership with security stewardship to ensure the alignment of IT capabilities with the organization's high-growth, partnership-driven business model.

As the principal architect of Atlas's technology vision, the CITSO will define and execute a forward-looking IT and cybersecurity strategy that supports scalable growth, operational excellence, and clinical integration. This includes the design and deployment of robust, interoperable infrastructure; the implementation of enterprise-wide systems; and the development of secure, compliant platforms that enable seamless connectivity with Health System Partners. The CITSO is accountable for the performance, integrity, and security of Atlas's digital ecosystem, including infrastructure, applications, data, and user environments. This role demands a visionary leader with deep expertise in healthcare IT, cybersecurity, and enterprise transformation, capable of driving innovation while maintaining rigorous standards of security and compliance.

Key responsibilities include:

  • Strategic Leadership: Develop and communicate a cohesive IT and security roadmap that aligns with Atlas's business objectives, clinical priorities, and partnership expansion goals.
  • System Integration: Lead initiatives for deep integration of clinical informatics and operational systems with partner health systems, ensuring data interoperability and workflow optimization.
  • Infrastructure & Architecture: Oversee the design and implementation of scalable, resilient IT infrastructure capable of supporting rapid ASC expansion and evolving healthcare technologies.
  • Cybersecurity Governance: Establish and maintain a comprehensive cybersecurity framework that safeguards organizational assets, ensures regulatory compliance (e.g., HIPAA, HITRUST), and mitigates risk across all departments and locations.
  • Technology Operations: Direct the planning, selection, and deployment of enterprise applications, data analytics platforms, and Software-as-a-Service (SaaS) solutions to enhance service delivery, cost efficiency, and innovation.
  • Organizational Enablement: Collaborate cross-functionally to ensure IT and security initiatives support business development, clinical excellence, and operational scalability.
Essential Functions
  • Strategic Leadership & Planning
    • Develop and execute IT and cybersecurity strategies that align with business objectives and deliver measurable ROI.
    • Provide guidance to executive leadership on enterprise initiatives, joint ventures (JVs), and ASC projects to ensure strategic and operational alignment.
  • Technology Operations & Project Oversight
    • Lead and manage enterprise-wide IT operations, including systems analysis, design, implementation, and support.
    • Oversee IT projects and ensure efficient team performance and resource utilization.
    • Maintain the reliability and integrity of all digital, communication, and office systems.
  • Infrastructure & Systems Management
    • Direct the design, deployment, and optimization of data, applications, software, and hardware across the enterprise.
    • Eliminate system redundancies and reduce overhead costs through effective technology consolidation and standardization.
    • Collaborate with functional departments to ensure systems meet operational needs.
  • Cybersecurity & Risk Management
    • Establish and maintain a comprehensive cybersecurity framework to protect organizational assets.
    • Lead incident response, emergency preparedness, business continuity, and disaster recovery planning.
    • Continuously improve security controls and ensure alignment of physical infrastructure with security objectives.
  • Compliance & Governance
    • Ensure adherence to all applicable laws, regulations, and contractual obligations, including HIPAA.
    • Develop, maintain, and enforce IT and security policies, procedures, standards, and guidelines.
  • Technology Procurement & Asset Optimization
    • Approve and manage acquisition of hardware, software, and services in a fiscally responsible manner.
    • Ensure effective utilization and optimization of technology investments.
  • Data Strategy & Analytics
    • Lead enterprise data integration and analytics initiatives, including management of the Atlas Data Lake.
    • Oversee data governance and ensure effective use of data across the organization.
  • Financial Management
    • Collaborate with Finance leadership to develop and manage IT budgets.
    • Drive productivity and optimize resource consumption across departments.
  • Innovation & Continuous Improvement
    • Stay current with emerging technologies and industry trends.
    • Lead ongoing improvements in IT capabilities, staff development, and operational procedures.
  • Integration & Efficiency
    • Ensure seamless integration of IT and information security functions to maximize operational efficiency.
    • Promote best practices in both digital and physical security across all Atlas locations.
  • Additional Responsibilities
    • Perform other duties as assigned to support organizational goals and strategic initiatives.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in IT, cybersecurity, computer science, or a related field
  • 20 years of senior-level experience in IT or cybersecurity, preferably in a high-growth organization
  • Domain Expertise:
    • Deep, proven expertise in healthcare IT integration and principles of Interoperability, specifically connecting provider systems using Electronic Health Record (EHR) platforms (Epic, Cerner, Meditech, etc.) to industry platforms like Health Information Exchanges.
    • Demonstrated knowledge and proficiency in the practice of Enterprise Architecture encompassing Integration Architecture principles
    • Demonstrated experience managing large-scale, complex delivery projects; demonstrated understanding of cloud architecture providers such as Azure, AWS or Google.
    • Demonstrated knowledge of healthcare Digital Transformation and GenAI principles, use cases and practices.
PREFERRED QUALIFICATIONS
  • Master's degree in related field
  • Relevant certifications (e.g., CISSP, CISM, CISA) preferred.
  • Relevant work experience within a Healthcare organization
Certifications (optional): Relevant certifications are valued, such as:
  • Certified Healthcare CIO (CHCIO) or Fellow of HIMSS (FHIMSS)
  • Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM)
